PLANNING AND DEVELOPMENT COMMITTEE
September 2, 1987
The meeting was called to order at 2:30 p.m. by Committee
Chair Muenscher with Warner present. Johnson arrived at 2:35
p.m. Also present were Carl Batchelor and Dan Taylor, Planning
Department; Mary Chisholm, Public Works; Dale Ennor, City of
Blaine; Phil Serka; and Charles Stone.

Carl Batchelor explained that the recommendations of the
Planning staff and the Planning Commission differed in that the
Planning staff had recommended that indoor commercial recreation
facilities over 2500 square feet be conditional uses, while the
Planning Commission had recommended that they be permitted uses
in the Tourist Commercial zone. Discussion followed on this
issue.
WARNER MOVED TO RECOMMEND THAT THE COUNCIL FOLLOW THE
PLANNING STAFFtS RECOMMENDATIONS AND MAKE INDOOR COMMERCIAL
RECREATIONAL FACILITIES OVER 2500 SQUARE FEET CONDITIONAL USES IN
THE TOURIST COMMERCIAL ZONE.
The motion carried.
REgUEST EOR TRANSFER PROPERTY 0 PALM-PEG CQBPORATION/RELATE
REQUEST FROM CIIX OF BEAM
Charles Stone of the Palm -Peg Corporation explained his
request. He said that it would also be acceptable to his company
if the property were instead transferred to the City of Blaine.
Dale Ennor, Blaine City Manager, told the Committee that the
Blaine City Council wanted the property to remain in public
ownership. Mary Chisholm said that the Public Works Department
would like to have more time to discuss the issue with the City
of Blaine.
JOHNSON MOVED THAT THE PUBLIC WORKS DEPARTMENT WORK WITH THE
CITY OF BLAINE ON THEIR PROPOSAL AND REPORT TO THE COUNCIL IN TWO
WEEKS.

CONDITIONAL USES PERMI1 PROCESSES
After discussion of the suggestions and the responses, the
Committee concluded that increasing the size of the sign posted
at the site of a proposed project was a practical means to
increase neighborhood awareness. The Committee was in favor of
Planning Director Taylor's suggestion that such signs say "NOTICE
OF HEARING" in large letters and have a place to attach the
conventional 8 112 x 11 notice containing the specific
information for that application, and that a deposit be charged
the applicant to ensure that the signs are taken down and
returned to the County. Taylor noted that while there is
currently no requirement to post notices in the case of rezone
requests, that could be changed the next time the zoning rules
are revised.
WARNER MOVED TO RECOMMEND THAT THE PLANNING DEPARTMENT AND
BUILDINGS AND CODES PROVIDE 2X2 FOOT SIGNS FOR POSTING BY THE
APPLICANT AT THE SITE OF THE CONDITIONAL USE PERMIT OR REZONE
REQUEST.
The motion carried.
