Also present were Diane Harper and Dan Taylor of the Planning Department; Donovan Kehrer; Gary Russell, Fire District 7; Eldon DeJong; Roger Almskaar; James Zervais; Matt Minninger; Mark Packer; and Mrs. Snow. ORDINANCE AMENDING IHE TEXT OF L E 20, IHE OFFICIAL COM CQUNTY ZONING ORDINANCE, O CERTAIN OPEEATIONS jfl&j DIRECTLY D GQQDS AND SERVICES TO AGRICULTURAL OPERATORS AS CONDITIONAL USES IN IHE RUR,&L DISTRICT Dan Taylor explained the ordinance, and discussion followed. WARNER MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE. The motion carried. ORDINANCE ESTABLISHING MINIMUM STAN12ARDS EOR REQUIRED I L FOR FIRE PROTECTION AND AMENDING W.C.C. SECTION 15,16 060 AN ADDING A NEW CHAPTER 15.18 TO THE W.C,C, ENJITLED "FIRE FLOW11 The Committee discussed suggested amendments which had been submitted by Donovan Kehrer. WARNER MOVED TO RECOMMEND APPROVAL OF THE ORDINANCE WITH THE INCLUSION OF THE AMENDMENTS CONTAINED IN DONOVAN KEHRER'S LETTER OF OCTOBER 13, 1987. There was discussion on the motion. The motion carried. Jerry Joubert of Fire District 13 had submitted a letter containing suggested standards for reservoirs, and these were reviewed by the Committee. WARNER MOVED TO RECOMMEND AMENDING THE ORDINANCE TO INCLUDE THE RESERVOIR STANDARDS CONTAINED IN JERRY JOUBERT'S LETTER OF OCTOBER 7, 1987. The motion carried. REQUEST FOR QNE—YEAR EXTENSION OE APPROVAL OF PRELIMINARX PLAT OF SANDY POINT A M DIVISIQN NO S 1 -84 FILED BY RONAL JERSON Jepson explained his request. October 14, 1987 Page 2 WARNER MOVED TO RECOMMEND APPROVAL OF THE REQUEST FOR THE ONE -YEAR EXTENSION. The motion carried. ORDINANCE AMENDING THE RESORT COMMERCIAL DISIBICI, 20:64, AND ADQPJING THE GATEWAY N US I L DISTRICT, 20 6 INTO I 0 THE OFFICIAL WHATCOM COUNTY ZONING ORDINANCE; ADOPTING TITLE 2Q FOR THE GEOGRAPHIC AR A KNOWN AS 1HE BIRCH BAY-BLAINE SUB EA 0 WHATCOM COUNTY: AND ADOPTING THE BIRCH BAY - BLAINE COMPREHENSIVE PLAN Diane Harper reviewed the provisions of the ordinance, and extensive discussion followed. Jim Zervais, representing Raoul Marquis of Marquis Property Company, explained his client's for extension of the Gateway Industrial Zone to include more of his property. Mark Packo-r explained his request that his 270 acres not be required to have sewer and water services provided by Water District 8. Mrs. Snow, the owner of 10 acres in Birch Bay, stated that she was in favor of the plan in its present form. WARNER MOVED TO RECOMMEND THAT A PUBLIC HEARING BE SCHEDULED SPECIFICALLY ON THE ISSUES OF THE GATEWAY INDUSTRIAL DISTRICT AND THE ISSUE RAISED BY MARK PACKER, AND THAT THE REMAINDER OF THE ORDINANCE BE ADOPTED. There was further discussion. Warner withdrew his motion. The Committee decided to let the full Council decide whether to adopt the ordinance or schedule a hearing on all or part of the plan.
