HomeMy WebLinkAboutPlanning and Development November 4 1987WHATCOM COUNTY COUNCIL PLANNING AND DEVELOPMENT COMMITTEE November 4, 1987 The meeting was called to order at 2 :05 p.m. by Committee Chair Muenscher with Warner present. Johnson arrived at 2:35 p.m. Also present were Shirley Van Zanten, County Executive; Ed Henken, Engineer; Dan Taylor and Diane Harper, Planning Department; Ben Villani, and Jim Zervais. PETITION REQUESTING VACATION OF AN UNNAMED ROAD BOUNDED BY LOTS 6 AND 57, E TEN ING FROM CAMP 2 ROAD BETWEEN LOTS .54 AND. PLAT OF CAIN LAKE, BLK, 1, FILED BY MILDRED VILLANI The petition had been referred to the Planning and Development Committee from the full Council for further study of the assigned value of the property to be vacated. Ed Henken explained the rationale used by the Engineering Department in assigning a value to property which has been requested to be vacated. Ben Villani explained his concerns about the Engineer's assessment of $4,218 as the fair market value of the property in question. The Committee discussed various issues involved in the assessment. WARNER MOVED TO RECOMMEND THAT, IN VIEW OF TESTIMONY THAT A PORTION OF THE PROPERTY IS ON A SLOPE AND THEREFORE UNUSABLE, THE APPRAISED PRICE BE REDUCED 20 %, RESULTING IN A FAIR MARKET VALUE OF $3,360. The motion carried. LAKE WHATCOM WATERSHED MANAGEMENT PLAN There was discussion on the action needed to create an intergovernmental authority to administer the plan. Dan Taylor suggested that the Council adopt the existing resolution accepting the Lake Whatcom Watershed Management Plan and Advisory Report, and the Committee agreed to forward the resolution to the full Council for action at its November 19, 1987 meeting. ORDINANCE AMENDING THE 1979 POINT ROBERTS SUBAREA COMPREHENSIVE PLAN MAP AND TEXT FOR TWO PARCELS.10TALING APPROXIMATELY. 4.y ACRES LOCATED ON MARINE DRIVE NORTH OF LIGHTHOUSE PARK FROU RESIDENTIAL. LOW DENSITY TO RESORT CQMMERCIAL Dan Taylor reviewed the ordinance. WARNER MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE. The motion carried. November 4, 1987 Page 2 ORDINANCE AMENDING THE RESORT COMMERCIAL DISTRICT 29,64 AND ADOP ING THE GATEWAY INDUSTRIAL DISTRICT 2G,65, INIQ JITLE 20 THE OFFICIAL WHATCOM COUNTY ZONING ORDINANCE,; ADOPTING TIJLE aQ FOR THE GEOGRAPHIC AREA KNOWN AS.THE BIRCH -BAY. BLAINE SUBAREA OF WHATCOM COUNTY: AND ADOPTING THE BIRCH BAY - BLAINE COMPREHENSIVE PLAN Portions of the ordinance, dealing with the Gateway Industrial District and the provision of water and sewer service by Water District 8 to an area within the plan, were scheduled for public hearing at the Council meeting of November 5, 1987. Diane Harper explained and distributed copies of several changes proposed by the Planning staff to those areas which they felt would address the concerns which had been raised. WARNER MOVED TO RECOMMEND APPROVAL OF THE CHANGES RECOMMENDED BY THE PLANNING STAFF. The motion carried. The meeting was adjourned at 3:30 p.m. WHATCOM COUNTY COUNCIL WHATCOM COUNTY, WASHINGTON R.W.
