PLANNING AND DEVELOPMENT COMMITTEE
June 3, 1987
The meeting was called to order by Committee Chair Muenscher
at 2 :05 p.m. with all committee members present. Also present
were Shirley Van Zanten, County Executive; Paul Rushing, Public
Works; Robert Jordan, Treasurer; Dan Taylor, Planning Department;
Harry Zemel; Ramona Reeves, Bellingham Herald; and Neil Clement,
KGMI.
REQUEST FOR ERASURE LQT LINE BETWEEN LOTS 71 AND 72, D VI IO
1, PLAT OF SUDDEN VALLEY, FILED BY STEPHEN AND HEIDI SHIRELING
WARNER MOVED TO RECOMMEND APPROVAL OF THE LOT LINE ERASURE,
SUBJECT TO RECEIPT OF A LETTER FROM THE APPLICANTS STATING THAT
THERE ARE NO THIRD PARTY CLAIMS TO THE PROPERTIES.
The motion carried.
REVIEW OF COUNTY POLICIES RELATED TO URBAN AREAS SUBJECT TO
ANNEXATION
Paul Rushing discussed changes in the city's policy
regarding annexations and reviewed the history of the county's
regulations on this subject, and discussion followed.
JOHNSON MOVED TO RECOMMEND THAT THE COUNCIL REPEAL
RESOLUTION 80 -69.
There was discussion on the motion.
The motion carried.
WARNER MOVED TO REQUEST THE ADMINISTRATION TO REVIEW AND
AMEND THE COMPREHENSIVE WATER /SEWER PLAN SO THE COUNTY MAY
PROVIDE WATER AND SEWER SERVICES IF APPROPRIATE.
The motion carried.
There was further discussion on the county's policies
concerning rezone requests. Dan Taylor explained that his office
had instituted a policy of requiring rezone applicants to clarify
the annexation issue prior to submitting a rezone application.
The meeting was adjourned at 2 :45 p.m.
