PLANNING AND DEVELOPMENT COMMITTEE
July 15, 1987
The meeting was called to order at 2 :00 p.m. by Committee
Chair Muenscher with Johnson and Warner present. Also present
were Shirley Van Zanten, Executive; Vic Battson, Assessor; Carl
Batchelor and Dan Taylor, Planning; Paul Rushing, Public Works;
Roger DeSpain, Parks; Neil Clement, KGMI; and Charles Waugh and
Arlene Coppin.

WARNER MOVED TO RECOMMEND APPROVAL OF THE LOT LINE ERASURE.
The motion carried.
DISCUSSION OF JUVENILE DETENIIQN CENTER ISSUE
Van Zanten discussed the history of the debate over the
location of a new Juvenile Detention Center. She stated that of
the three major options open to the County (6th floor of the
Courthouse, the civic center area, or outside the civic center
area) the Council had in past years reached an informal consensus
favoring a location outside the civic center area. There was
discussion about various sites which might be suitable, including
the offer from the Trillium Corporation of a donation of land
near its Cordata development.

The Planning Director discussed the report with the
Committee, including the issue of the cost of the project versus
its benefits. Taylor said that while his staff could complete
the re- evaluation over a period of years without any extra
funding, he would prefer to request a supplemental budget for
next year of approximately $6500 in order to complete the project
more efficiently.
WARNER MOVED TO REQUEST THAT THIS AMOUNT BE INCLUDED IN NEXT
YEAR'S BUDGET, SUBJECT TO THE CONSIDERATION OF THE
ADMINISTRATION.
It was clarified in discussion that this motion was a
request rather than a directive, because it would be subject to
the approval of the full Council during the budget process.

discussed with the Committee their belief that these uses were
not appropriate for their neighborhood, and their request that
the Council reconsider the Planning Commission's recommendation.
They were advised that, while the Committee members did not
concur with their request, they were welcome to bring the issue
to the attention of the full Council during Open Session.
The meeting was adjourned at 3:30 p.m.
