PLANNING AND DEVELOPMENT COMMITTEE
January 15, 1987
The meeting was called to order by Chairman Muenscher at
6:35 p.m. with all Committee members present. Also present were
Jim Hawley, and Carl Batchelor and Dan Taylor of the Planning
Department.
RESOLUTION ADOPTING A PUBLIC BENEFIT RATING SYSTEM FOR THE
PURPOSE OF DETERMINING ELIGIBILITY FOR CURRENT USE TAXATION
STATUS FOR OPEN SPACE -OPEN SPACE AND OPEN SPACE - TIMBER
APPLICATIONS .
Various aspects of the proposed rating system were discussed
by the Committee with Batchelor and Taylor. Areas of concern
included the idea of assigning increased value to property linked
with other open space parcels; the addition or subtraction of up
to 40% of "discretionary value" to the public benefit criteria;
private recreational facilities within open space parcels; the
conditions landowners may place on public access and how the
public is to be made aware of those conditions; the size and
number of public access signs required; and the inclusion of
"lands which can serve to prevent the spread of high density
residential development into less developed areas" under criteria
for approval of Open Space /Timber.
The Committee agreed that further review was necessary and
the resolution was held in the Committee until its next meeting.
The meeting was adjourned at 7:25 p.m.
