PLANNING AND DEVELOPMENT COMMITTEE
February 2, 1987
The meeting was called to order by Committee Chair Muenscher
at 1:00 p.m., with all committee members present. Also present
were council members Tom Burton, Don Hansey and Jim Hawley; Dan
Taylor and Carl Batchelor of the Planning Department; Mark
Morrow, Bellingham Herald; Neil Clement, KGMI; Wayne Schwandt;
Bob Tull; and Ray Wedin.
REORGANIZATION OF COMMITTEE: ELECT CHAR AND SET DAY AND TIME OF
REGULAR MEETINGS
The election of the chair was delayed until the next regular
meeting.
The Tuesday prior to the full council meeting,at 4:00 p.m.,
was set as the regular meeting time of the committee.
ORDINANCE AMENDING THE OFFICIAL WHATCOM COUNTY SHORELINE
MANAGEMENT PROGRAM FOR THE CHERRY POINT AREA
Wayne Schwandt explained recent developments affecting the
proposed amendments and the resulting changes which had been made
in the most recent draft. There was extensive discussion among
committee members and others present at the meeting concerning
the amendments.
In response to questions raised by the committee, Planning
Director Dan Taylor stated that he was working on a more specific
definition of the accretion shoreform and on language relating to
public access.
JOHNSON MOVED TO PASS THE AMENDMENTS
A RECOMMENDATION TO INSTRUCT THE PLANNING
STATE ENVIRONMENTAL PROTECTION ACT REVIEW
TO RECOMMEND THAT THE ACCRETION SHOREFORM
ISSUES BE CLARIFIED AND THAT CLARIFICATIO
COUNCIL IN A TIMELY MANNER.
The motion carried.

RESOLUTION ADOPTING A PUBLIC BENEFIT RATING SYSTEM FOR THE
PURPOSE OF DETERMINING ELIGIBILITY FOR CURRENT USE TAXATION
STATUS FOR OPEN SPACE -OPEN SPACE AND OPEN SPACE - TIMBER
APPLICATIONS .1
This item had been held over from the previous Planning and
Development Committee meeting. There was further discussion
concerning the proposed rating system.
WARNER MOVED TO RECOMMEND APPROVAL OF THE RESOLUTION WITH
THE CONDITION THAT THE CRITERIA FOR GRANTING OPEN SPACE
CLASSIFICATION BE AMENDED TO READ, "A PUBLIC BENEFIT RATING OF AT
LEAST 45 MUST BE ATTAINED IN ORDER TO BE RECOMMENDED FOR
APPROVAL."
The motion carried.
JOHNSON MOVED TO RECOMMEND INCREASING THE REQUIRED SIZE OF
THE PUBLIC ACCESS SIGN TO 2x2 FEET.
The motion carried.
The meeting was adjourned at 3:05 p.m.
