PLANNING AND DEVELOPMENT COMMITTEE
August 5, 1987
The meeting was called to order at 2:05 p.m. by Committee
Chair Muenscher with Johnson present. Warner arrived shortly
thereafter. Also present were Randy Watts, Council Attorney;
Carl Batchelor and Dan Taylor, Planning; Irene Fluke and Vic
Battson, Assessor; Larry Stoner, Buildings and Code; Bob Jurica,
Engineering; and Phil Serka.
ORDINANCE AMENDING E URBAN ERINGE SUBAREA COMPREHENSIVE PLA
MAP D 1EXT EBQM URBAN SE V 0 gENERAL C ERCI L AND
AMENDING THE OFFICIAL WHATCOM COUNTY ZONING ORDINANCE MAP FRQ
URBAN RESIDENIIAL, THREE DWELLINQ UNITS PER ACRE, TO GENERAL
COMMERCIAL, EOR A 5,29-ACRE PARCEL IN THE URBAN FRING SUBAREA
Carl Batchelor explained the history of the ordinance and
the staff and Planning Commission recommendations.
Phil Serka, representing the applicant for the rezone,
stated that the property owners were willing to abide by the
concomitant agreement that accompanied the ordinance. There was
discussion about the conditions of the agreement.
WARNER MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE.
The motion carried.
DISCUSSION OF REPORT ON LOT CONSOLIDATION WITHIN PLATS SUCH AS
!SUDDEN VALLEY"
There was discussion about the report and its recommendation
that the lot consolidation procedure be turned over to Buildings
and Code to be handled administratively, rather than
legislatively by the Council.
WARNER MOVED TO REQUEST THAT THE STAFF DEVELOP A SUGGESTED
PROCEDURE WHICH BUILDINGS AND CODE WOULD UTILIZE TO PROCESS
REQUESTS TO COMBINE LOTS, AND THAT IF POSSIBLE THE PROCEDURE BE
PREPARED IN TIME FOR COUNCIL ACTION THAT WEEK.
The motion carried.
The meeting was adjourned at 2:55 p.m.
