PLANNING AND DEVELOPMENT COMMITTEE
April 1, 1987
The meeting was called to order by Committee Chair Muenscher
at 2 :00 p.m. with Warner present. Also present were Council
Chair Tom Burton; Randy Watts, Chief Civil Deputy Prosecuting
Attorney; Chuck Snyder, Hearing Examiner; and Dan Taylor,
Planning Director.
DISCUSSION OF HEARING EXAMINER'S RECOMMENDATIONS CONCERNING
APPEAL PROCEDURES
Hearing Examiner Snyder outlined his concerns about the
Hearing Examiner's jurisdiction over the progress of appeals once
they have been filed with the County Council. The issue was
discussed.
WARNER MOVED TO RECOMMEND ADDING TO THE INTERIM ZONING
ORDINANCE LANGUAGE STATING THAT "FAILURE TO ABIDE BY THE TIME
LIMITS CONTAINED HEREIN WILL RESULT IN AUTOMATIC DISMISSAL OF AN
APPEAL."
The motion carried.

PLAT OF SUDDEN VALLEY, ILED BY DONALD AND J CKIE BAILEY
WARNER MOVED TO RECOMMEND APPROVAL OF THE LOT LINE VACATION
SUBJECT TO THE CONDITIONS OUTLINED IN DONOVAN KEHRER'S MEMO OF
MARCH 24, 19,87.
The motion carried.
PUBLIC HEARING ON CHERRY POINT AMENDMENT'S
Planning Director Taylor explained that the notices for the
November 1986 joint Planning Commission /Council public hearing on
the Cherry Point Amendments should have been published for three
successive weeks. Because this was not done, the Council needed
to have another public hearing on the proposed amendments. He
said that the Department of Ecology recommended addressing this
problem by holding their May hearing jointly with the County
Council. The Committee agreed to schedule the hearing for May 7,
a regularly- scheduled Council meeting night.
The meeting was adjourned at 2 :45 p.m.
