FINANCE COMMITTEE
May 18, 1987
The meeting was called to order at 3:00 p.m. by Committee
Chair Warner, with Roehl present. Also present were Shirley Van
Zanten, County Executive; Tom Sutberry, Budget Director; Barbara
Cory, Treasurer's Office; Nat Dickinson, Purchasing; Harold
Raymond, Personnel; Brad Bennett, Public Works; Ramona Reeves,
Bellingham Herald; Neil Clements, KGMI; Carl Allen, Developmental
Disabilities; and representatives and board members of Kulshan
Vocational Services and Northwest Careers.

The Committee discussed various issues involved in the
decision of whether to award the contract to the Bellingham
Herald or the Westside Record - Journal. The bid award decision
was forwarded to the full Council with no recommendation from the
Committee.

The Committee discussed the contract award with
representatives and board members of Whatcom County Developmental
Disabilities, Northwest Careers and Kulshan Vocational Services.
ROEHL MOVED TO RECOMMEND AWARDING THE CONTRACT TO NORTHWEST
CAREERS.
There was discussion on the motion.
The motion carried.
The meeting was recessed at 4 :10 p.m. and reconvened at 4 :17
p.m.

Executive Van Zanten explained the resolution.
ROEHL MOVED TO RECOMMEND APPROVAL OF THE RESOLUTION, AND THE
SUBSEQUENT RESOLUTION TO SELL THE PROPERTY, SUBJECT TO THE
RESULTS OF THE PUBLIC HEARING.
The motion carried.

The impact on the County of state - mandated salary increases
for judges was discussed.
The meeting was adjourned at 5:07 p.m.
