Roehl arrived at 3:15. Also present were Executive Shirley Van Zanten; Joan Ogden, Auditor; Paul Rushing and Brad Bennett, Public Works; Glen Kiep, Equipment Rental and Maintenance; Ed Henken, County Engineer; Bob Jordan, Treasurer; Nat Dickinson, Purchasing; Roger DeSpain, Parks; Brian Griffin, County Insurance Broker; Priscilla Sabin, Visitors and Convention.Bureau; Lani Calkins, Region IV; and Neil Clements, KGMI. ISCUSSION OE REQUEST FOR $5,000 CONTRIBUTION TO REGION IV TOURISM PROMOTION AND MARKETING Executive Van Zanten explained that the Convention Center Fund had a current balance of $49,237, because of $22,670 in revenue received in 1986 due to EXPO, but that the average yearly income of that fund was between $12,000 and $14,000. She also said that a contribution of $10,000 to the Visitors and Convention Bureau and $3,000 to DARE had already been approved from that fund, and a policy established by Resolution 82 -64 limited expenditures from the fund to not more than $25% of annual revenue for short term projects. Priscilla Sabin briefly described the Region IV Program and explained the purpose of the proposed contribution, and discussion followed. HANSEY MOVED TO RECOMMEND THAT THE COUNCIL NOT APPROVE THE REQUEST FOR FUNDING. The motion carried. ORDINANCE M OSING A PASS-THROUGH FEE UPON PERSON OR PERSONS, COMPANIES. OR CORPORATIONS ENGAGED IN THE COLLECTION AND DISPOSAL OF REFUSE AND GARBAGE, OR CONTRACTORS, CITIZENS, OR OTHER BUSINESSES , (SUBSTITUTE ORDINANCE) Van Zanten and Public Works Director Rushing discussed the substitute ordinance. It was noted that the ordinance should be amended, beginning on line 11, to state that "WHEREAS, Whatcom County ResolUtion 87 -8 requires that the Cedarville landfill only receive demolition and construction debris after June 30, 1987 and municipal waste only in emergency situations; ". Roehl joined the meeting. March 30, 1987 Page 2 HANSEY MOVED TO RECOMMEND ADOPTION OF THE SUBSTITUTE ORDINANCE, WITH THE AMENDMENT. The motion carried. ORDINANCE REVISING THE 1987 PARKS AND RECREATION FUND APPROPRIATION (SUBSTITUTE ORDINANCE) Van Zanten and Parks Director DeSpain explained the substitute ordinance. ROEHL MOVED TO RECOMMEND ADOPTION OF THE SUBSTITUTE ORDINANCE. The motion carried. ORDINANCE TO REVISE THE 1987 PHYSICAL PLANT AND CAPITAL FACILITIES FUND APPEOPRIATION Van Zanten explained the ordinance. HANSEY MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE. The motion carried. PROPOSED MOTION CONCERNING ERRORS AND OMISSIONS INSURANCE* "THE COUNCIL AFEIRMS IHAT WHATCOM COUNTY WILL CONTINUE TO INSURE ITS EMPLOYEES AND MEMBERS 0 BOARDS AND COMMITTEES H SAME EXTEMI AND UNDER THE SAME CONDITIONS AS THEY WERE COVERED BY THE PREVIOUS ERRORS AND OMISSIONS INSURANCE POLICY, H COVERAGE WILL BE ON A FIRST- DOLLAR BASIS," Van Zanten distributed a letter from Brian Griffin detailing offers of Errors and Omissions and Law Enforcement Liability policies, and explained the terms of the policies. ROEHL MOVED TO RECOMMEND PURCHASE OF THE ERRORS AND OMISSIONS POLICY. The motion failed. March 30, 1987 Page 3 HANSEY MOVED TO RECOMMEND THAT THE COUNCIL ADOPT THE PROPOSED MOTION ON ERRORS AND OMISSIONS INSURANCE. The motion carried. EXECUTIVE JJEMS BID AWARD FOR IWO 4 TON SUBURBAN-TYPE TRUCKS GRIEFIN OLDS -C DILLAC -GMC EOR TWO GM TR20909 Z RUCKS AT $13,9 8.72 EACH, FOR A NET BID OF 28 48 64 INCLUDING ADE -IN ALLOWANCE AND SALES TAX There was discussion about the proposed bid award. ROEHL MOVED TO RECOMMENDED APPROVAL OF THE BID AWARD. The motion carried. BID AWARD EOR CQNSTRUCTION OF GULF ROAD, PT, ROBERTS, FROM 0 FRONT ST.. 10 WILDER CONSTRUCIION COMPANY, IN THE AMOUNT $5082755, INCLUDING TARS INITIATING RESOLUTION. PROJECT NO, 99126 Van Zanten and County Engineer Henken explained the bid award, and discussion followed. ROEHL MOVED TO RECOMMEND APPROVAL OF THE BID AWARD AND THE INITIATING RESOLUTION. The motion carried. BID AWARD FOR CQNSIRUCTION OF BIRCH BAY BERM AND ROADWAY REPAIRS 0 MEL HICKS CONS RUC 0 IN THE AMOUNT OF $130,666 BID AWARD FOR SUPPLY OF GRAVEL FOR BIRCH BAY BERM TO FERNDALE READY MIX IN THE AMOUNT OF $49,0_27 , INITIATING RESOLUTION, PROJECT NO, 99720 Van Zanten and Henken explained the bid awards, and discussion followed. ROEHL MOVED TO RECOMMEND APPROVAL OF BOTH BID AWARDS AND THE INITIATING RESOLUTION. The motion carried. March 30, 1987 Page 4 AGREEMENT BETWEEN PT. ROBERTS WATER DISTRICT N0, 4 AND WHATCOM COUNTY Van Zanten and Rushing explained the agreement. HANSEY MOVED TO RECOMMEND APPROVAL OF THE AGREEMENT, WITH THE AMENDMENT PENCILED IN ON PAGE 2 STATING THAT THE 10% INTEREST PER ANNUM COMMENCES UPON RECEIPT OR EXPENDITURE. The motion carried. REPORT ON DIRECT DEPOSIT OF PAYROLL WARRANTS Van Zanten discussed the direct deposit methods outlined in a memorandum which was distributed to the Committee, and discussion followed. The Committee requested that the administration attempt to determine the level of employee interest in a direct - deposit system. BID AWARD FOR PNEUMATIC COMPACTOR TO FRAY EQUIEMENT COMPANY, INC., FOR A BOMAG MODEL BW12R COMPACTOR, AT A NET BID OF $33.140.41 INCLUDING 'GRADE -IN ALLOWANCE AND SALES TAX Fleet Control Manager Kiep explained the proposed bid award. ROEHL MOVED TO RECOMMEND APPROVAL OF THE BID AWARD. The motion carried. OTHER BUSINESS DISCUSSION OF FINANCE COMMITTEE PROJECT'S Warner discussed a memo which was distributed to the Committee, in which he proposed asking the Council to give the Finance Committee authority to investigate various issues facing the County.
