FINANCE COMMITTEE
March 2, 1987
The meeting was called to order by Committee Chair Warner at
3 :00 p.m., with Roehl present. Also present were Council Member
Muenscher; Executive Shirley Van Zanten; Tom Sutberry, Budget
Director; Robert Jordan, Treasurer; George Reid, Information
Center; Bob Jurica, Engineering; and Paul Rushing, Marlen Hansen,
and Brad Bennett of Public Works.
BID AWARD FOR COMPUTIING EQUIPMENT, IBM SYSTEM 36 UPGRADE TO THE
ONLY BIDDER. IBM CORPORATION, IN THE NET AMOUNT OF $14,674,
INCLUDING CREDIT FOR EXISTING MEMORY AND SALES TAX
Shirley Van Zanten, George Reid, and Tom Sutberry explained
the proposed bid award. There was discussion about the County's
computerization program.
ROEHL MOVED TO RECOMMEND AUTHORIZATION OF THE BID AWARD.
The motion carried.
ORDINANCE AMENDING WHATCOM COUNTY CODE SECTION 8.12 FOR T H.
PURPOSE OF REVISING H E SCHEDULE FOR SOLID WASTE DISPOSAL AT
WHATCOM COUNTY SOLID WASTE SITES,
ORDINANCE IMPOSING A PASS - THROUGH FEE UPON PERSO
COMPANIES, OR CORPORATIONS ENGAGED IN THE COLLE�C
OF REFUSE AND GARBAGE, OR CONTRACTORS, CITIZENS.

Shirley Van Zanten reviewed both ordinances, and discussion
followed.
Paul Rushing explained some revisions needed to Section 3 of
the ordinance imposing a pass- through fee, in order to transfer
the responsibility for depositing fees in an interest - bearing
account from the companies to the County.
ROEHL MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE REVISING
THE FEE SCHEDULE.
The motion carried.
ROEHL MOVED TO HOLD IN COMMITTEE THE ORDINANCE IMPOSING A
PASS - THROUGH FEE.
The motion carried.

ORDINANCE TO REVISE THE 1987 PHYSICAL PLANT AND CAPITAL
FACILITIES FUND BUDGET AND AMENDING ORDINANCE 86 -89.
Shirley Van Zanten explained the ordinance.
ROEHL MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE.
The motion carried.
RESOLUTION CALLING FOR BID PROPOSALS TO BE SUBMITTED BY QUALIFIED
LEGAL NEWSPAPERS TO SERVE AS THE OFFICIAL COUNTY NEWSPAPER FOR
THE PERIOD OF JULY 1, 1987 THROUGH JUNE 30, _1988
ROEHL MOVED TO RECOMMEND APPROVAL OF THE RESOLUTION.
The motion carried.
REVIEW OF NOR -BELL NURSING HOME LABOR AGREEMENT
Shirley Van Zanten and Harold Raymond reviewed the major
changes to the agreement, and discussion followed.
ROEHL MOVED TO RECOMMEND APPROVAL OF THE AGREEMENT.
The motion carried.
DISCUSSION OF A PROPOSED ORDINANCE FOR LITTER CONTROL
There was brief discussion about the proposed ordinance.
The Committee agreed to schedule further discussion at its next
meeting.
DISCUSSION OF PROPERTY ACQUISITION
Shirley Van Zanten requested that the discussion be held in
executive session.

The motion carried, and the executive session began at 4 :12
