FINANCE COMMITTEE
March 16, 1987
The meeting was called to order at 3:05 p.m. by Committee
Chair Warner with Hansey present. Roehl arrived shortly
thereafter. Also present were Council member Bob Muenscher;
Executive Shirley Van Zanten; Tom Sutberry, Finance Director;
Randy Watts, Civil Deputy Prosecuting Attorney; Peggy Ball,
Mental Health /Drug Abuse Prevention; Paul Rushing and Brad
Bennett, Public Works; Harold Raymond and Gail Kelley, Personnel;
Nat Dickinson, Purchasing; Gerald Woods, Juvenile Probation; Ray
Weden; John Rietz, SWARF; Donald Berg, Susan Verry and Gary
Smith, Whatcom Counseling and Psychiatric Clinic; Neil Clements,
KGMI; Mark Morrow, Bellingham Herald; and several members of the
Mental Health /Drug Abuse Prevention Board.
ORDINANCE REVISING THE 1987 PARKS AND RECREATION FUND
APPRQPRIATIO�i.
The ordinance was held in committee at the request of the
Executive.
ORDINANCE REVISING THE 1987 FEDERAL SHARED REVENUE FUND AND
CENTRAL SERVICES FUND APEROPRIATION S
Executive Van Zanten explained the ordinance.
HANSEY MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE.
The motion carried.
ORDINANCE TO ELIMINATE A REVOLVING FUND FOR THE WHATC,QM COUNTY
SUPERIOR COURT
Finance Director Tom Sutberry explained the ordinance.
HANSEY MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE.

EXECUTIVE ITEMS
PERSONNEL LINE ITEM TRANSFER IN THE NOR -BELL BUDGET IN THE AMOUNT
OF $9,000
PERSONNEL LINE ITEM TRANSFER IN THE PUBLIC DEFENDER'S BUDGET IN
THE AMOUNT OF $2,869
Van Zanten and Sutberry reported to the Committee on the two
transfers.

REQUEST FOR AUTHORIZATION TO ENTER INTO A CONTRACT FOR DRUG
TREATMENT SERVICES (MENTAL HEALTH BOARD RECOMMENDED AWARD TO
WHATCOM COUNSELING AND PSYCHIATRIC CLINIC)
Before beginning discussion on the contract, Warner raised
the issue of whether there was any conflict in his serving on the
Mental Health Board and also participating in the Council's
decision on the contract. The Committee was unanimous in its
belief that there was no conflict.
There was extensive discussion and debate on whether the
contract should be awarded to the Whatcom Counseling and
Psychiatric Clinic, as recommended by the Mental Health Board by
a 6 -5 vote, or to the Southwest Washington Alcoholism Recovery
Foundation (SWARF). Representatives from each agency presented
their arguments to the Committee, and several members of the
Mental Health /Drug Abuse Prevention Board discussed the reasons
for their votes.
ROEHL MOVED TO RECOMMEND TO THE COUNCIL THAT THE EXECUTIVE
BE AUTHORIZED TO ENTER INTO A CONTRACT WITH THE SOUTHWEST
WASHINGTON ALCOHOLISM RECOVERY FOUNDATION (SWARF).
There was discussion on the motion.
The motion carried.
The meeting was recessed at 4:45 p.m., and reconvened at
4:55 p.m.
BID AWARD RECOMMENDATION FOR THE CORDATA ROADZUTILITY.
CONSTRUCTION TO THE LOW BIDDER, HENIFIN AND-ASSOCIATESj INC IN
THE AMOUNT OF $1,876,459.46
Van Zanten presented the proposed bid award.
HANSEY MOVED TO RECOMMEND APPROVAL OF THE BID AWARD.
The motion carried.
BID .AWARD RECOMMENDATION FOB THE SUPPLY OF RUBBERIZED ASPHALT
CRACK SEALING MATERIAL TO THE LOW BIDDER, J -PAT INC., FOR THE
SUPPLY OF DEERY OIL D-1190, AT A TOTAL COST FOR 44,000 LBS. OF
$10,780, PLUS SALES TAX
Van Zanten presented the proposed bid award.
ROEHL MOVED TO RECOMMEND APPROVAL OF THE BID AWARD.

LOW BIDDER, JERRY CHAMBERS CHEVROLET, FOR CHEVROLET CAPRICE
SEDANS AT $128768.37 EACH. FOR A NET BID OF $66,049.99, INCLUDING
TRADE -IN ALLOWANCE AND SALES TALC,
Van Zanten presented the proposed bid award.
HANSEY MOVED TO RECOMMEND APPROVAL OF THE BID AWARD.

REQUEST FOR APPROVAL OF BIDDERS LIST FOR FRESH FRUITS AND
VEGETABLES AND MEAT PRODUCTS, AND BID AWARD TO FOOD SERVICES,
INC.,` FOR DAIRY PRODUCTS AND GROCERIES AND SUPPLIES (FOR SUPPLY
TO THE COUNTX JAIL)
Van Zanten presented the proposed bidders list and bid
award.
ROEHL MOVED TO RECOMMEND APPROVAL OF THE BIDDER'S LIST AND
BID AWARD.

REQUEST FOR AUITHORIZATION TO ENTER INTO A CONTRACT WITH KATHLEEN
DWYER FOR EDUCATIONAL SPECIALIST SERVICES FOR THE JUVENILE
PROBATION DEPARTMENT
Juvenile Probation Officer Gerald Wood explained the
request.
ROEHL MOVED TO AUTHORIZE THE ADMINISTRATION TO ENTER INTO
THE CONTRACT.
The motion carried.
REQUEST FOR WAIVING OF BID REQUIREMENT AND RENEWAL OF CONTRACT
WITH CROON AND BLACK
Gail Kelley explained the need for the contract with the
claims management service of Caroon and Black. The contract had
formerly been included in the insurance policies purchased by the
County prior to its decision to self - insure.
HANSEY MOVED TO RECOMMEND WAIVING THE BID REQUIREMENT AND
AUTHORIZING THE EXECUTIVE TO ENTER INTO A CONTRACT WITH CAROON
AND BLACK TO PROVIDE SERVICES FOR THE INDUSTRIAL INSURANCE
PROGRAM THROUGH THE END OF 1987, THE FEE TO BE PRO -RATED ON THE
BASIS OF A $7,500 PER YEAR COST.

Chief Civil Deputy Prosecuting Attorney Randy Watts was
asked to draft a motion for the Council to act on at its Thursday
meeting to assure County employees and members of County boards
and commissions of their coverage under the County's self -
insurance program.
