FINANCE COMMITTEE
June 29, 1987
The meeting was called to order at 3 :05 p.m. by Committee
Chair Warner with Hansey present. Also present were Shirley Van
Zanten, County Executive; Bob Muenscher, Council Member; Randy
Watts, County Attorney; Tom Sutberry, Budget Director; Larry
Mount, Sheriff; Joan Ogden, Auditor; Glen Kiep and Brad Bennett,
Public Works; and Brian Griffin, Insurance Broker.
ORDINANCE AMENDING SECTION 15.16.050 OF THE WHATCOM COUNTY CODE
FOR THE PURPOSE OF ESTABLISHING A NEW PERMIT FEE FOR EIREWO RIBS
DISPLAYS
Executive Van Zanten explained the ordinance. Warner asked
for more information on the costs and fees described in the
ordinance, and the Executive agreed to have that information
available at Thursday's meeting of the full Council.
ORDINANCE TO REVISE THE 1987 CURRENT EXPENSE FUND, LEOFF BOARD
BUDGET THEREIN
Hansey, a LEOFF Board member, explained the ordinance.
HANSEY MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE.
The motion carried.
REVIEW OF COMMITTEE OF THE WHOLE MINUTES OF 6/16/87
Warner suggested that the minutes be amended under item 7 to
read as follows: "We consider a priority project to be a review
and analysis of the County's fiscal and budget system. We
request the Administration to present to the Finance Committee at
its next meeting or as soon as is convenient a "job scope" which
might be developed into an RFP to hire a consultant to review and
analyze the County's fiscal and budget system and make
recommendations on how to make it more efficient." The remainder
of item 7 would be unchanged.
HANSEY MOVED TO RECOMMEND AMENDING THE MINUTES TO REFLECT
WARNER'S SUGGESTED CHANGE.
The motion carried.
DISCUSSION OF USE OF JUDGES EEO TEM
The planned use of Superior Court judges as judges pro tem
was briefly discussed.

REQUEST FOR AUTHORIZATION TO SIGN UNION CONTRACTS
The Executive explained that because the union contract was
not yet ready it would be brought to the Committee at its next
meeting.
REQUEST FOR AUTHORIZATION TO PURCHASE WHATCOM CHIEF INSURANCE FOR
$18,945
Brian Griffin reviewed an offer of insurance for the Whatcom
Chief for a total premium of $18,945.
HANSEY MOVED TO RECOMMEND AUTHORIZING THE EXECUTIVE TO
PURCHASE THE INSURANCE.
The motion carried.
RESOLUTION AUTHORIZING THE TREASURER TO INVEST MONIES IN LOCAL
GOVERNMENT INVESIMENI EOOLS
Bob Jordan explained the resolution.
HANSEY MOVED TO RECOMMEND APPROVAL OF THE RESOLUTION.

DISCUSSION.OF TRANSFER IN THE MENTAL HEALTH /DRUG ABUSE
ADMINISTRATIVE SERVICES BUDGET
The Executive explained the budget transfer.

There was discussion about the coastal zone management grant
from the Department of Ecology which would be authorized by the
Council through the ordinance, scheduled for introduction only at
the July 2 Council meeting.
HANSEY MOVED TO RECOMMEND THAT THE COUNCIL INDICATE ITS
APPROVAL OF THE CONCEPT OF THE GRANT.
The motion carried.
DISCUSSION OF RESOLUTION CONCERNING COUNCIL SALARIES
The need for a new resolution was discussed, and Warner
requested that this item be scheduled for discussion at the next
Finance Committee meeting.
The meeting Was adjourned at 3:45 p.m.
