FINANCE COMMITTEE
June 15, 1987
The meeting was called to order at 3:02 p.m. by Committee
Chair Warner with all committee members present. Also present
were Shirley Van Zanten, County Executive; Tom Sutberry, Budget
Director; Paul Rushing, Marlen Hansen and Glen Kiep, Public
Works; Bob Jordan, Treasurer; Carolyn Herron and Gail Kelley,
Personnel; Nat Dickinson, Purchasing; Doug Gill and Ola Sinnes,
Sheriff; Bob Jurica, Engineering; and Neil Clements, KGMI.
RESOLUTION DECLARING THE RESTORATION OF IHE MOUNT BAKER THEATRE
AN OFFICIAL CENTENNIAL PROJECT OF WHATCOM COUNTY
Roehl explained the resolution, and there was a brief
discussion.
ROEHL MOVED TO RECOMMEND APPROVAL OF THE RESOLUTION.
The motion carried.
ORDINANCE PROHIBITING ADVERTISING BY WHATCOM COUNTY DEPARIMENIS
IN NEWSPAPERS OTHER THAN THE OFFICIAL COUNTY NEWSPAPER EXCEPT
WHERE REQUIRED BY STATE LAW
Van Zanten distributed the responses by county departments
to a questionnaire concerning their advertising practices, and
discussion followed.
The Committee agreed to hold the ordinance in Committee; to
pursue calling for a bid from the Bellingham Herald; and to
request the Executive to direct that all departments place their
advertising through the Purchasing Department.
The Committee also agreed to ask the Council's attorney to
determine whether the Council, rather than the Auditor, could
issue the call for bids for the official county newspaper.

Van Zanten explained the ordinance, and discussion followed.
ROEHL MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE.

ORDINANCE TO REVISE THE 1987 PHYSICAL PLANT AND CAEITAL
FACI�I.ITIES FUND APPROERIATION
Tom Sutberry explained the ordinance.
ROEHL MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE.
The motion carried.
DISCUSSION OF COUNTX INSURANCE POOL STUDY
The Committee and Executive discussed various aspects of the
Washington State Association of Counties' proposed study.
ROEHL MOVED TO RECOMMEND THAT WHATCOM COUNTY PARTICIPATE IN
THE ACTUARIAL STUDY.
The motion carried.

AUTHORITY TO ENTER INTO THE CONTRACT.

CONIRACT FOR RECXCLINQ AS REDUCIION CONSULTANI SERVICES 0
BELLINGHAM COMMUNITY RECYCLING AND JEFF BROWN
Van Zanten and Bob Jurica explained the proposed contract,
and discussion followed.
ROEHL MOVED TO RECOMMEND THAT THE EXECUTIVE BE GIVEN THE
AUTHORITY TO ENTER INTO THE CONTRACT.
The motion carried.
