Also present were Jim Hawley; Executive Shirley Van Zanten; Tom Sutberry, Budget, Director; Robert Jordan, Treasurer; Paul Rushing, Brad Bennett and Marlen Hansen of Public Works; George Reed, Information Services Manager; Greg Cory, Alcohol Services; Ernest Bentley, Alcohol Administration Advisory Board; and Harold Raymond, Personnel Director. RESOLUTION TO DIRECT THE COUNTY AUDITORTS OFFICE TO PREPARE A PLAN FOR IMPLEMENTING DIRECT DEPOSIT CAPABILITY FOR EMPLOYEE PAYROLL CHECKS WARNER MOVED TO RECOMMEND APPROVAL OF THE RESOLUTION. There was discussion about the resolution. The motion carried. Shirley Van Zanten distributed a memo from Tom Sutberry addressing the concerns expressed by the Committee about the ordinance, and pointed out other existing controls on budget transfers. WARNER MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE. There was discussion on the motion. The motion carried. REQUEST FOR SIGNATURE AUTHORITY ON A CONTRACT FOR DETOX SERVICES WITH OLYMPIC CENTER- BELLINGHAM, INC. Shirley Van Zanten explained the terms of the contract, which was for a total of five months rather than the originally - requested six month period. There was discussion about the contract and about the Alcohol Services program. WARNER MOVED TO RECOMMEND APPROVAL OF THE CONTRACT FOR THE REMAINING FIVE MONTHS AND FOR THE REMAINING AMOUNTS OF MONEY.. Finance Committee 1/5/87 Page 2 There was discussion on the motion. The motion carried. AMENDMENT EXTENDING THE CONTRACT BY AND BETWEEN WHATCOM COUNTY AND HARPER -OWES FOR THE DESIGN[, ENGINEERING AND CONSTRUCTION MANAGEMENT OF THE CEDARVILLE LEACHATE SYSTEM AND THE FERNDALE LEACHATE PRE - TREATMENT FACILITY Shirley Van Zanten explained the amendments to the contract. There was discussion about the increased costs. WARNER MOVED TO RECOMMEND APPROVAL OF THE AMENDMENT EXTENDING THE CONTRACT. The motion carried. REVIEW OF PUBLIC WORKS ENGINEERING CLASSIFICATIONS Shirley Van Zanten distributed a memo from Harold Raymond concerning his review of job classifications in the Engineering Division. The memo was briefly discussed, and it was suggested that it be referred to the Committee of the Whole for further discussion. SUPERIOR COURT STATISTICS Shirley Van Zanten distributed statistical information submitted by Superior Court. RESOLUTION IN THE MATTER OF ADOPTING _A POLICY AUTHORIZING SELE- PAY OF DEPENDENT MEDICAL COVERAGE FOR LAW ENFORCEMENT OFFICERS AND FIREFIGHTERS RETIREMENT SYSTEM PLAN I RETIREES Harold Raymond said that the union had requested a meeting concerning this resolution, which was before the full Council. Roehl said that he would request the Council to refer the resolution back to the Finance Committee, so union representatives could meet with the Committee. INFORMATION CENTER MANAGER Tom Sutberry introduced George Reed, the new Information Center Manager, to the Committee.
