FINANCE COMMITTEE
January 12, 1987
The meeting was called to order by Vice Chairman Warner at
3 :00 p.m. with Muenscher present. Also present were Executive
Shirley Van Zanten; Tom Sutberry, Budget Director; Randy Watts,
Chief Civil Deputy Prosecuting Attorney; Charles Snyder, Hearing
Examiner; Harold Raymond, Personnel Director; and Marvin Eggert
and John Edgar of the Teamster's Union.
HEARING EXAMINER'S REQUEST TO SERVE AS JUDGE PRO TEM
Charles Snyder explained his request, saying that he would
deduct the time spent serving as Judge Pro Tem from his salary as
Hearing Examiner and that he foresaw no problem with the payroll
mechanism involved. The issue was discussed.
MUENSCHER MOVED TO RECOMMEND THAT SNYDER BE ALLOWED TO DO
PRO TEM WORK IF REQUESTED, ON THE CONDITION THAT THE TIME
INVOLVED BE DEDUCTED FROM THE HEARING EXAMINER PAYROLL.
The motion carried.
RESOLUTION IN THE MATTER OF ADOPTING A POLICY AUTHORIZING SELF -
PAY OF DEPENDENT MEDICAL COVERAGE FOR LAW ENFORCEMENT OFFICERS
AND FIREFIGHTERS RETIREMENT SYSTEM PLAN I RETIREES
Harold Raymond explained the effect of the resolution.
Marvin Eggert discussed the union's request that implementation
of the resolution be delayed to give the union more time to
get in touch with those retirees who would be affected.
There was discussion on the issue.
MUENSCHER MOVED TO RECOMMEND AMENDING THE RESOLUTION TO
CHANGE THE IMPLEMENTATION DATE IN NUMBER (1) TO JULY 11 1987,
AND THE DATE IN NUMBER (4) THROUGH WHICH THE COUNTY WILL CONTINUE
TO PROVIDE COVERAGE TO JUNE 30, 1987.
The motion carried.
MUENSCHER MOVED TO RECOMMEND ADOPTION OF THE RESOLUTION AS
AMENDED.
The motion carried.

EXECUTIVE ITEMS
REQUEST FOR AUTHORIZATION TO INCREASE A HALF -TIME MEDICAL RECORDS
CLERK POSITION AT NOR -BELL CARE CENTER TO FULL -TIME
Shirley Van Zanten explained the request.
MUENSCHER MOVED TO RECOMMEND THAT THE COUNCIL CONCUR WITH
THE EXECUTIVE'S RECOMMENDATION TO INCREASE THE POSITION TO FULL -
TIME.
The motion carried.
VISITING NURSE PROGRAM FUNDS
Shirley Van Zanten asked whether the Committee wanted to
determine how the $10,000 of County funding should be split
between the Home Health and Well Adult segments of the program.
The Committee agreed to leave the decision to the Executive.
The meeting was adjourned at 4 :10 p.m.
