FINANCE COMMITTEE
February 17, 1987
The meeting began at 3:08 with Hansey and Roehl present.
Also present were Executive Shirley Van Zanten; Tom Sutberry,
Budget Director; Randy Watts, Chief Civil Deputy Prosecuting
Attorney; Brian Griffin, Insurance Broker; Dave McEachran,
Prosecuting Attorney; Ed Henken and Bob Jurica, Engineering; and
Brad Bennett, Public Works Accounting.
RESOLUTION DECLARING THE RESTORATION OF THE MT. BAKER THEATRE AN
OFFICIAL CENTENNIAL PROJECT
The resolution was deferred to a future committee meeting.
ORDINANCE TO REVISE THE 1987 CURRENT EXPENSE FUND BUDGET THROUGH
RESCINDING APPROPRIATION AUTHORITY IN A NUMBER OF DEPARTMENTS1
THUS AMENDING ORDINANCE 86 -89
Warner joined the meeting.
Executive Van Zanten explained the budget revisions
contained in the ordinance, and discussion followed.
ROEHL MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE.
It was noted that the Committee's recommendations were
subject to change if warranted after Thursday's Committee of the
Whole meeting to discuss labor negotiations.
The motion carried.
ORDINANCE TO REVISE THE 1987 SOLID WASTE MANAGEMENT FUND BUDGET,
THUS AMENDING ORDINANCE 86 -89
Executive Van Zanten and Bob Jurica explained the ordinance,
and discussion followed.
HANSEY MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE.
The motion carried.
EXECUTIVE ITEMS
LIABILITY INSURANCE FOR 1987
Executive Van Zanten explained that the County's insurance
coverage was due to expire on February 20, 1987.

Brian Griffin outlined the types of insurance coverage
available to the County, and their costs and terms.
There was extensive discussion on this issue. Committee
members said that they needed more time to consider the options.
HANSEY MOVED TO SEND THE INSURANCE ISSUE ON TO THE FULL
COUNCIL FOR FURTHER CONSIDERATION, WITH NO RECOMMENDATION.
The motion carried.
NOR -BELL UNION CONTRACT FOR 1987 -1989
This item was withdrawn.
RESOLUTION AMENDING RESOLUTION 86 -56, A RESOLUTION ADOPTING THE
]987 ROAD CONSTRUCTION PROGRAM
Executive Van Zanten and Ed Henken explained the resolution.
HANSEY MOVED TO RECOMMEND APPROVAL OF THE RESOLUTION.
The motion carried.
The meeting was adjourned at 4:40 p.m.
