Hansey arrived at 3:15 p.m. Also present were Shirley Van Zanten, County Executive; Tom Sutberry, Budget Director; Bob Jordan, Treasurer; Nat Dickinson, Purchasing; Paul Rushing, Public Works; and Neil Clement, KGMI. RESOLUJIQN IN THE S AB H N A DAIE AND JIME EOR H PURPOSE OF ACCEPTINQ BIDS IQ LEASE H AS AND OIL RIgHTS 0 COUN AND CQQNJY R H - Public Works Director Rushing explained he had discovered that the County Council, rather than the County Treasurer, should accept the bids, and the substitute resolution had been changed to reflect the proper procedure. There was discussion about the resolution. ROEHL MOVED TO RECOMMEND APPROVAL OF THE SUBSTITUTE RESOLUTION. The motion carried. Executive Van Zanten explained the ordinance. ROEHL MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE. The motion carried. C REQUESI EQR AUIHQRIZATIQN 0 JOIN IN WASUINGTON SIAIE A5aQCIAIIQN OE CQUNIJES LIABJLI1Y INSURANCE OL C Van Zanten explained that the Washington State Association of Counties was now requesting a signed commitment to participate in the WSAC liability insurance pooling project. There was discussion about the project. ROEHL MOVED TO RECOMMEND THAT THE EXECUTIVE BE AUTHORIZED TO ENTER INTO THE COMMITMENT TO PARTICIPATE, WITH A FUNDING COMMITMENT UP TO $4,250. The motion carried. August 31, 1987 Page 2 Van Zanten explained the resolution, and noted that the date specified in the resolution for the public hearing needed to be changed. HANSEY MOVED TO RECOMMEND APPROVAL OF THE RESOLUTION WITH THE DATE FOR THE PUBLIC HEARING CHANGED TO OCTOBER 1, 1987. The motion carried. Van Zanten explained the circumstances of her decision to disallow the warrant for this claim. She stated that, while the allowance of claims is delegated by the County Council to the Council Executive under W.C.C. 3.12.070, the County Council could directly grant allowance of payment of claims. There was discussion on this issue. ROEHL MOVED TO SEND THE ISSUE FORWARD TO THE COUNCIL WITH NO RECOMMENDATION. The motion carried. Roehl noted that all the necessary steps to process the claim needed to be redone, and that the Council should delegate authority to sign any one thing that can be signed by the Council in regards to this specific transaction to the Council Chair.
