FINANCE COMMITTEE
August 17, 1987
The meeting was called to order at by Committee Chair Warner
at 3:00 p.m. with Hansey present. Also present were Bob
Muenscher, Council Member; Shirley Van Zanten, County Executive;
Tom Sutberry, Budget Director.; Bob Jordan, Treasurer; Paul
Rushing and Brad Bennett, Public Works; Charles Osgood, American
Hunter Co.; Neil Clements, KGMI; and Ramona Reeves, Bellingham
Herald.
RESOLUTION IN THE MAITER OE AUIHORIZING THE COUNTY TREASURER T

ADVERTISE AND ESTABLISH FOR PUBLIC AUCTION OF THE GAS AN
OIL MINERAL H S QN CQUNTY-QWNED PROPERTY AND COUNTY R G - F-
Charles Osgood, representing a company wishing to bid on gas
and oil rights, and Paul Rushing of Public Works discussed the
resolution with the committee. Rushing distributed a substitute
resolution.
HANSEY MOVED TO RECOMMEND APPROVAL OF THE SUBSTITUTE
RESOLUTION.
The motion carried.
ORDINANCE AMENDING WHATCOM COUNTY CODE BY ADDING CHAPTER 3,50,
COUNTY JAIL HOUSING FEES
The ordinance was held in committee.
ORDINANCE TO REVISE THE 1987 CURRENT EXPENSE UND APPROPRIAJION,
DIS,TRICI AND SUPERIOR COUBIS BUDGETS THEREIN
Van Zanten and Sutberry explained the ordinance, and
discussion followed.
HANSEY MOVED TO RECOMMEND THAT THE ORDINANCE NOT BE ADOPTED.
The motion carried.
ORDINANCE TO REVISE THE 1987 SOLID WASTE FUND BUDGET
Van Zanten and Bennett explained the ordinance, and
discussion followed.

HANSEY MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE, BUT TO
HAVE THE QUESTION OF PAYMENT OF THE BUSINESS AND OPERATIONS TAX
REFERRED TO THE LEGAL STAFF FOR REVIEW.
The motion carried.
ORDINANCE TO REVISE THE 1987 CURRENT EXPENSE FUND, PUBLIC
DEFENDERS APEROPRIATION JUEREIN
HANSEY MOVED TO FORWARD THE ORDINANCE TO THE FULL COUNCIL
FOR A RECOMMENDATION.
The motion carried.

BUDGET PRIORITIES FOR 1988 AND BEjQND
Warner pointed out that this issue needed to be scheduled
for discussion by the Council or a committee. It was agreed that
the question would be brought up at the August 20 Council
meeting.
MISCELLANEOUS
Van Zanten reported that a NACO lawsuit would result in the
release of approximately $48,000 in Federal Shared Revenue Funds
to Whatcom County.
There was discussion about the $1,000 in expense money
awarded to Council Member Johnson at the Council's August 6
meeting.

There was discussion about statements made by the Council of
Governments office concerning Early Action Watershed grants.
The meeting was adjourned at 4 :00 p.m.
