April 13, 1987
The meeting was called to order at 3:00 p.m. by Committee
Chair Warner with Roehl present. Hansey arrived at 4:20 p.m.
Also present were Council members Jim Hawley and Bob Muenscher;
Randy Watts, Chief Civil Deputy Prosecuting Attorney; Tom
Sutberry, Finance Director; Robert Jordan, Treasurer; Ed Henken,
Engineer; Paul Rushing and Brad Bennett, Public Works; Glen Kiep,
Fleet Manager; Greg Cory, Alcohol Services; several members of
the Alcohol Administration Board; Paul McBeth and Dan Philpott,
CAC Counseling Services; A. Jack Wright and Duane Stewart, Human
Services Associates; and Mark Morrow, Bellingham Herald.

TRUCK TO THE LOW BIDDER, BELLINGHAM CHRYSLER CENTER, FOR DODGE
D3L64 TRUCK AT A TOTAL BID OF $10,960.59
Kiep explained the bid.

Engineer Ed Henken explained the bid award.
ROEHL MOVED TO RECOMMEND APPROVAL OF THE BID AWARD.
The motion carried.
BID AWARD RECOMMENDATION FOR A MID —MOUNT FLAIL MOWER TO THE ONLY
RESPONSIVE BIDDER, BRIM TRACTOR CO., FOR A BOMFORD MAGNUM 308
MOWER AT $13,888
Finance Director Tom Sutberry reported that the Executive's
Office requested that action on the bid award recommendation be
delayed, due-to an error in calculation. He added that it
appeared the low bid would actually be under $10,000, and
therefore would be approved by the Executive and would not
require Council action.
BID AWARD RECOMMENDATION FOR A REAR MOUNT FLAIL MOWER TO THE ONLY
RESPONSIVE BIDDER. BRIM TRACTOR CO INC., FOR A BOMFORD B588
MOWER AT $16,656.05
Kiep explained the bid award recommendation.
ROEHL MOVED TO RECOMMEND APPROVAL OF THE BID AWARD.
The motion carried.
BID AWARD RECOMMENDATION FOR THE CONSTRUCTION OF HAYNIE ROAD, TO
WILDER CONSTRUCTION CO., INC„ IN THE AMOUNT OF $271,460
INCLUDING TAXES,
Ed Henken explained the bid award, and discussion followed.
ROEHL MOVED TO RECOMMEND APPROVAL OF THE BID AWARD.
The motion carried.
REQUEST FROM THE AUDITOR FOR ADDITIONAL HELP
Warner summarized the issues involved in the request. The
Committee decided to delay consideration of this item until the
next meeting, and to ask the Auditor to be present at the
discussion.

The above two items were referred to the Committee of the
Whole.
(ALCOHOL ADMINISIRAIJON BO 'S UNANIMOUS RECOMMENDAIJON WAS TO
AWARD CONTRACT TO CAC COUNSELING SERVICES)
A. Jack Wright of Human Services Associates and Paul McBeth
of CAC Counseling Services both discussed their agencies' bids
and the reasons they believed they should be awarded the
contract.
Several members of the Alcohol Administration Board
discussed their rationales for their recommendation.
Hansey joined the meeting.
There was discussion among the Committee and others present
of the issues involved.
ROEHL MOVED TO RECOMMEND THAT THE CONTRACT BE AWARDED TO CAC
COUNSELING SERVICES.
The motion carried, with Hansey abstaining.
The meeting was recessed at 4:40 p.m., and reconvened at
4:45 p.m.

Public Works Director Paul Rushing explained the proposed
bid award, including possibility that another bidder might
contest the bid award to Olson Construction, and discussion
followed.
HANSEY MOVED TO RECOMMEND APPROVAL OF THE BID AWARD.
The motion carried.
The meeting was adjourned at 4:55 p.m.
