HomeMy WebLinkAboutCounty Council May 21 1987WHATCOM COUNTY COUNCIL May 21, 1987 The meeting was called to order by Council Chair Burton at 7:30 p.m. with Hansey, Johnson, Roehl and Warner present. The minutes of May 7, 1987 were approved. Executive Van Zanten explained the request for approval of the bidders' list. Warner reported that the Finance Committee recommended approval of the list. WARNER MOVED TO APPROVE THE BIDDERS' LIST. The motion carried. REQUEST FOR AU H N TER INIO A SIX-MONTH C C R EARLX CHILDHOOD SERMICES BETWEEN WHAT90M CQUNIX DEVELOPMENIAL AND WESTERN S N S ITX, EARLY LEARNINQ CENTER Van Zanten presented the proposed contract between Whatcom County Developmental Disabilities and Western Washington University's Early Learning Center, as well as the other requests for authorization to enter into contracts. Warner reported that the Finance Committee recommended that the contract be awarded as requested to the Western Washington University Early Learning Center. WARNER MOVED TO AWARD THE CONTRACT TO THE WESTERN WASHINGTON UNIVERSITY EARLY LEARNING CENTER. There was discussion about the fact that this and the other four proposed contracts were for six months because the total amount of state funding was not yet known, and since the RFP's specified a two -year service period an amendment extending the contracts for the remaining 18 months would need to be signed when the amount of state funding was determined. The issue of whether the Executive would need Council approval to sign the extensions was discussed. May 21, 1987 Page 2 ROEHL MOVED TO AMEND THE MOTION TO INDICATE THAT THE CONTRACT SHOULD BE REVIEWED BY THE COUNCIL PRIOR TO THE EXPIRATION OF THE SIX -MONTH PERIOD, RATHER THAN GRANTING AN AUTOMATIC EXTENSION FOR ANOTHER 18 MONTHS. The motion to amend carried. The main motion as amended carried. David Walker of the Kulshan Vocational Services Board, Tina Falcioni of Kulshan Vocational Services, and Nina Cuic of Northwest Careers spoke to the Council about the history and structure of their organizations and their ability to provide the required services, and responded to questions from the Council. Warner explained some of the issues which the Finance Committee had discussed during its review of the agencies' proposals, and reported that the Finance Committee recommended that the contract be awarded to Northwest Careers. WARNER MOVED TO AWARD THE CONTRACT TO NORTHWEST CAREERS. ROEHL MOVED TO SUBSTITUTE A MOTION TO AWARD THE CONTRACT TO NORTHWEST CAREERS AND AUTHORIZE THE EXECUTIVE, WITH THE DEVELOPMENTAL DISABILITIES BOARD AND ADMINISTRATION, TO NEGOTIATE A NEW CONTRACT WITH NORTHWEST CAREERS, TO BE REVIEWED WITH THE COUNCIL PRIOR TO ITS IMPLEMENTATION. There was discussion on the motion. The motion failed 2 -3 (Burton, Hansey, Johnson) on a roll - call vote. BURTON MOVED TO AWARD THE CONTRACT TO KULSHAN VOCATIONAL SERVICES. There was discussion on the motion. The motion carried 4 -1 (Roehl) on a roll -call vote. Warner reviewed some of the issues involved in the decision of whether to award the bid to the Bellingham Herald or the Westside Record - Journal. He reported that the Finance Committee had made no recommendation to the full Council. WARNER MOVED TO AWARD THE CONTRACT TO THE BELLINGHAM HERALD. There was extensive discussion on the motion. The motion failed 1 -4 (Burton, Hansey, Johnson, Roehl) on a roll -call vote. BURTON MOVED TO AWARD THE CONTRACT TO THE WESTSIDE RECORD - JOURNAL. The motion carried unanimously on a roll -call vote. REPORTS AND OTHER ITEMS FROM COUNCIL MEMBER COMMITTEE OF H E WHOLE MEETING SC UL The Council agreed to devote the June 11 Committee of the Whole session to a meeting with the Superior and District Court judges, the Prosecuting Attorney, and the Public Defender to discuss the overload in the County's criminal justice system. It was also agreed that Council Chair Burton would reschedule the June 6 meeting on intracourthouse reorganization.
