The meeting was called to order by Council Chair Burton at
7 :30 p.m. with all Council members present.
APPROVAL OF MINUTES
The minutes of November 24, 1987 and December 3, 1987 were
approved.
EXECUTIVE ITEMS
REQUEST FOR APPROVAL OF BIDDERS' LIST FOR THE SUPPLY OF MINERAL
AGGREGATES DURING 1988 FROM INDIVIDUAL VENDORS IN EXCESS OF
$10,000
Executive Van Zanten presented the request.
Warner reported that the Finance Committee recommended
approval of the bidders' list.
WARNER MOVED TO APPROVE THE BIDDERS' LIST.
The motion carried.
REQUEST FOR AUTHORIZATION TO SIGN AN AGREEMENT BETWEEN WHATCOM
COUNTY AND DENISE G. BRENNAN, LAUGHLAN H. CLARK, RICHARD A. BAUM,,
MICHAEL D. WALKER, MARK A. BOYSON, MICHAEL B. BOBBINK AND
PATRICIA WOODALL FOR PERFORMING ALL GUARDIAN AD LITEM DUTIES IN
THE JUVENILE DIVISION OF THE WHATCOM COUNTY SUPERIOR COURT
Van Zanten reviewed the agreement.
Warner reported that the Finance Committee recommended
approval of the agreement.

REQUEST FOR AUTHORIZATION TO EXTEND EXISTING SIX -MONTH CONTRACTS
(AWARDED MAY 21, 1987) FOR DEVELOPMENTAL DISABILITIES SERVICES,
FOR 18 MONTHS WITH EACH OF THE FOLLOWING AGENCIES: EARLY
LEARNING CENTER AT WESTERN WASHINGTON UNIVERSITY, CHILD
DEVELOPMENT SERVICES; CURRENT INDUSTRIES, GROUP- SUPPORTED
EMPLOYMENT; NORTHWEST INDUSTRIES, CURRENT INDUSTRIES AND VANGUARD
NORTHWEST, SPECIAL INDUSTRIES; KULSHAN VOCATIONAL SERVICES,
INDIVIDUAL EMPLOYMENT; PIONEER RIDGE, COMMUNITY INTEGRATION
SERVICES WITH LOCAL FOCUS; SENIOR DROP IN CENTER, SENIOR CITIZEN
SERVICES
The Executive reviewed the contracts, and requested that an
additional contract with Specialized Transportation, for
transportation services, be added to the list.
Warner reported that the Finance Committee recommended
approval of the request.
WARNER MOVED THAT THE EXECUTIVE BE AUTHORIZED TO EXTEND THE
EXISTING CONTRACTS FOR 18 MONTHS, INCLUDING THE CONTRACT WITH
SPECIALIZED TRANSPORTATION.

FINAL CONSIDERATION
RESOLUTION AUTHORIZING THE DEFENSE OF WHATCOM COUNTY EMPLOYEES
FOR ACTIONS WHICH OCCUR WITHIN THE SCOPE OF THEIR EMPLOYMENT
Warner explained a substitute resolution and reported that
the Finance Committee recommended its approval.
WARNER MOVED TO APPROVE THE SUBSTITUTE RESOLUTION.

ORDINANCE CREATING A NEW CHAPTER IN TITLE 15 OF THE WHATCOM
COUNTY CODE ADOPTING FACILITY STANDARDS FOR THE WHATCOM COUNTY
JAIL
Muenscher reported that the Planning and Development
Committee recommended adoption of the ordinance.
MUENSCHER MOVED TO ADOPT THE ORDINANCE.
There was discussion on the motion.
The motion carried 6 -1 (Hansey).
ORDINANCE TO ESTABLISH THE WHATCOM COUNTY DRUG TASK FORCE FUND, A
RELATED REVOLVING ACCOUNT AND THE 1988 APPROPRIATION THEREFOR
Warner explained the ordinance and reported that the Finance
Committee recommended its adoption.

WARNER MOVED TO ADOPT THE ORDINANCE.
There was discussion on the motion, including questions
about the amount the City of Bellingham had contributed to the
Drug Fund, since that fund was to provide a portion of the City's
share of the budget. The Executive agreed to ask the Sheriff and
Prosecuting Attorney provide information on this issue.
The motion carried unanimously.
OTHER BUSINESS
REQUEST FOR ONE YEAR EXTENSION OF PRELIMINARY PLAT APPROVAL FOR
LS 87 -83, "ROSESMITH FARMS," FILED BY JACOB SMITH
Muenscher reported that the Planning and Development
Committee recommended approval of the extension.
MUENSCHER MOVED TO RECOMMEND APPROVAL OF THE ONE -YEAR, ONE-
TIME EXTENSION.
The motion carried.
APPEAL OF HEARING EXAMINER'S DECISION ON CONDITIONAL USE PERMIT
C.U. 43 -87 FOR HUMAN SERVICES ASSOCIATES, FILED BY PARENTS AND
NEIGHBORS OF ALDERWOOD SCHOOL
Council Attorney Randy Watts reviewed the appellants'
objections to the conditional use permit, the Hearing Examiners'
findings on those objections, and the conditions which were
attached to the permit. He stated that the Hearing Examiner's
decision was supported by the record, that it contained no error
of law, and recommended that the Council uphold the decision.
There was discussion on various aspects of the appeal.
WARNER MOVED TO AFFIRM THE HEARING EXAMINER'S DECISION.
There was discussion on the motion.
The motion failed 3 -4 (Hansey, Hawley, Johnson, Roehl).
OPEN SPACE AND OPEN SPACE CHANGE OF CLASSIFICATION APPLICATIONS
FILED BY THE FOLLOWING: FRANK AND PAM MCGEE (TWO APPLICATIONS):

The applications were received by consent and referred to

The notice of appeal was received by consent and placed on
file pending receipt of the transcript.
PETITION FOR FRANCHISE, WHIDBEY TELEPHONE COMPANY
The franchise was received by consent and referred to the
Public Services Committee pending introduction of an ordinance
and scheduling of a hearing.
INTRODUCTION OF RESOLUTIONS AND ORDINANCES
EMERGENCY ORDINANCE TO REVISE THE 1987 CURRENT EXPENSE FUND,
PUBLIC DEFENDER'S BUDGET THEREIN
Warner explained the ordinance and reported that the Finance
Committee recommended its adoption.
WARNER MOVED TO ADOPT THE ORDINANCE.
The motion carried 5 -0, with Hansey out of the room and
Muenscher not voting.
The meeting was recessed at 8:45 p.m. and reconvened at 8:50
p.m.
ORDINANCE TO AMEND CHAPTER 3.32 OF THE WHATCOM COUNTY CODE
REGARDING SALES AND USE TAXES, TO ELIMINATE CERTAIN PROVISIONS
AND REPEAL ORDINANCE 83 -20
The ordinance was introduced by consent, to be scheduled for
a hearing and referred to the Finance Committee.
ORDINANCE REGARDING THE MATTER OF ESTALISHING THE SPEED LIMIT ON
A PORTION OF SUCIA DRIVE
