HomeMy WebLinkAboutCommittee of the Whole March 10 1987WHATCOM COUNTY COUNCIL COMMITTEE OF THE WHOLE March 10, 1987 The meeting was called to order by Vice Chair Roehl at 7:02 p.m. with Hansey, Hawley, and Warner present. RESOLUTION IN THE MATTER AMENDING A SALARY SCHEDULE 0 H UNREPRESENTED WHATCOM COUNTY EMPLOYEES FOR THEL YEAR 1987 ., Roehl briefly reviewed the concerns which had led to the initiation of the resolution. Executive Van Zanten discussed the ongoing re- alignment of responsibilities in progress in the Public Works Department. She said that it had been the intention of the administration to recommend any necessary personnel changes in conjunction with the 1988 budget process, and she requested to be allowed to continue with this plan. HAWLEY MOVED TO RECOMMEND TO THE FULL COUNCIL THAT THE RESOLUTION BE TABLED INDEFINITELY. There was discussion on the motion. The motion carried. DISCUSSION OF POSSIBLE NEED FOR A FOURTH SUPERIOR COURT JUDG Roehl presented statistics which indicated the need for a fourth Superior Court judge in Whatcom County. He said that while it was already too late to present a request for another judge to the Legislature this year, a proposal could be made next year. There was discussion on the issue and the financial demands it would involve. Van Zanten pointed out that extensive capital improvements would be necessary to accommodate such a plan. Warner advocated trying other solutions, such as arbitration and mediation, before adding a fourth judge as a last resort. OTHER BUSINESS COFFEE SHOP Van Zanten said that she had been asked by the current contractor for the Courthouse coffee shop to find out whether the Council would consider having the County take over the operation of the coffee shop, with the contractor becoming a County employee. None of the Council members present were in favor of this idea. Committee of the Whole March 10, 1987 Page 2 CENTRAL AMERICAN REEUGEE PROBLEM Roehl requested that the Executive make a brief report to the Council on this issue at the next meeting.
