PUBLIC SERVICES COMMITTEE
January 7, 1988
The meeting was called to order at 6 :30 p.m. by Committee
Chair Johnson with Hawley present. Also present were Randy
Watts, Council Attorney; Ed Henken, County Engineer; Marlen
Hansen, Public Works; Glennys Christie, Pt. Roberts Bulletin;
Robert Snyder and David Henny, Whidbey Telephone Company; and
Marvin and Mary Vanderpol.
ORDINANCE REGARDING THE MATTER OF ESTABLISHING SPEED LIMITS ON
HORTON ROAD, MANLEY ROAD AND HARBORVIEW ESTATES PLAT ROADS
Ed Henken reviewed the ordinance.
HAWLEY MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE.
The motion carried.
DISCUSSION OF PETITION FOR FRANCHISE FROM WHIDBEY TELEPHONE
COMPANY
Robert Snyder, the attorney for Whidbey Telephone Company,
explained the history of the franchise request, and discussed his
company's reservations about some of the terms included by Public
Works in the draft ordinance. He said that his company's main
concerns were with Sections 13, 14, 15, 16, 17, 18 and 19.
HAWLEY MOVED TO HOLD THE ISSUE IN COMMITTEE UNTIL THE
ATTORNEYS FOR THE COUNTY AND WHIDBEY TELEPHONE COMPANY, AND THE
PUBLIC WORKS DIRECTOR, COULD FURTHER DISCUSS THE TERMS OF THE
ORDINANCE.
There was discussion on the motion.
The motion carried.
The meeting Was adjourned at 7:03 p.m.
