PUBLIC SERVICES COMMITTEE
February 4, 1988
The meeting was called to order at 6 :30 p.m. by Committee
Chair Johnson with all Committee members present. Also present
were Dan Warner, Council member; Will Roehl, Council member; Dave
Cottingham, Civil Deputy Prosecuting Attorney; Paul Rushing and
Marlen Hansen, Public Works; Robert Snyder, Whidbey Telephone
Company; Mary Vanderpol; Amos Heacock; and Glennys Christie.
COMMITTEE REORGANIZATION AND SCHEDULING OF REGULAR MEETING TIME
VANDERPOL MOVED TO REAPPOINT JOHNSON AS COMMITTEE CHAIR.
The motion carried.
The Committee agreed to retain 6 :30 p.m. Thursday on Council
meeting nights as the regular meeting time.
ORDINANCE IN THE MATTER OF A14ENDING WHATCOM COUNTY CODE 9.32.160
SUBSECTION B, WHICH IS RELATED TO UNLAWFUL DISCHARGE OF FIREARMS
AND BOW AREAS; CONCERNING THE WISER LAKE AREA
Public Works Director Paul Rushing explained the ordinance,
and discussion followed.
VANDERPOL MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE.
The motion carried.
DISCUSSION OF PROPOSED WHIDBEY TELEPHONE COMPANY FRANCHISE
Various provisions of the latest draft of the franchise
ordinance were discussed. The most serious disagreement between
the County and the franchise applicant concerned the wording of
Sections 14B, Responsibilities Under Law, and Section 17, County
Rights Reserved.
Amos Heacock of the Pt. Roberts Utility Cooperative
discussed his objections to the granting of the franchise to
Whidbey Telephone Company, and distributed written information on
this issue.
JACKSON MOVED TO TABLE THE DISCUSSION UNTIL ANOTHER MEETING.
The motion carried.
The meeting was adjourned at 7:30 p.m.
