PLANNING AND DEVELOPMENT COMMITTEE
November 2, 1988
The meeting was called to order at 2 :00 p.m. by Committee Chair Burton
with Jackson and Hansey present. Also present were Dan Taylor, Director of
Planning; Jerald Hardy, Dairy Farmer; Carl Batchelor, Planner; George
Hamilton, Representative of the property owners; 15 citizens interested in the
rock crushing item.
Ordinance amending the official zoning ordinance to include rock crushing as a
conditional use in the agricultural zone
Daniel Taylor, Director of Planning, stated that a large study is
planned for completion in the Spring. A list of those involved in extraction
will be prepared through Building and Codes permit applications. The Planning
department feels rock crushing should be allowed as a by- product of gravel and
sand extraction. Taylor says it does not harm ag lands.
Mr. Jerald Hardy has currently applied for a permit to do crushing along
with sand and gravel excavation for which he has a permit. He was not aware
that he needed an additional permit for crushing and has been doing this. He
said removal of the rocks and gravel is necessary to improve his land
productivity.
Jackson moved to recommend to Council that this request be denied.
The motion carried with Hansey in opposition.
Carl Batchelor presented the information. The owners are in favor of
this change and two more wish to be included. Hansey moved to recommend that
this be passed.
The motion carried.
Dan Taylor said that DOE is currently rewriting the siting criteria. He
explained that the regulation states that government must allow those who
produce hazardous waste to store and treat it.

There was some discussion regarding the possibility of the County
handling the waste for the smaller cities. Taylor has been in contact with
Sumas and has agreed to send copies of his proposal to Ferndale and Blaine.
This item was tabled until a later meeting.
The meeting was adjourned at 3 :40 p.m.
