PLANNING AND DEVELOPMENT COMMITTEE
May 4, 1988
The meeting was called to order by Committee Chair Burton at
2 :00 p.m. with Jackson present. Also present were Dan Taylor and
Sarah Bussard, Planning Department; Vic Battson and Jean Eastman,
Assessor's Office; Gordon Nielson; Glennys Christie; and Phil
Serka.

The ordinance was discussed with Planning Director Dan
Taylor and some minor changes to the text were suggested.
Attorney Phil Serka stated that because the ordinance would
implement a new classification for the Point Roberts area, the
Council could not adopt the ordinance prior to its review by the
Planning Commission. Burton agreed to talk to the Council's
attorney about this issue.

URBAN RESIDENTIAL, URBAN RESIDENTIAL MEDIUM DENSITY.AND
RESIDENTIAL RURAL ZONES
The ordinance was discussed, and Taylor explained some
amendments which would correct vague terms within the text of the
ordinance.
PLANNING COMMISSION.RECOMMENDATION FOR APPROVAL OF. OPEN
SPACE /TIMBERLAND APPLICATION. OF DQ.NALD AND GL DA YS HQLZ
Taylor reviewed the application and stated that it clearly
met the required criteria.
The Weatherby, Spady, Blunt, and McGee open space
applications, which had been sent back to the Planning Department
for further work, were briefly discussed. Taylor stated that he
would be sending those applications back to the Committee for
consideration at its next meeting.
RESCHEDULING OF NEXT, COMMITTEE MEETING
The next meeting of the Planning and Development Committee
was scheduled for Thursday, May 19, at 3:00 p.m.

This issue, as well as the issue of enforcement of
conditions imposed on open space land, was discussed at length.
JACKSON MOVED TO REFER TO THE PLANNING DEPARTMENT, WITH A
REPORT REQUESTED WITHIN SIX MONTHS, THE FOLLOWING ISSUES:
REQUIRING THAT A TIMBER MANAGEMENT PLAN BE SUBMITTED WITH THE
INITIAL APPLICATION; CHANGING THE RATING SCALE TO GIVE MORE
WEIGHT TO THE TIMBER MANAGEMENT PLAN; AND IMPLEMENTING STRONGER
GUARANTEES OF PUBLIC ACCESS TO LAND CLASSIFIED AS OPEN SPACE.
The motion carried.
The meeting was adjourned at 3:30 p.m.
