Also present were Shirley Van Zanten, County Executive; Dan Taylor, Planning Director; Douglas Marsh; Tom Lacy, ARCO; Tom Barghausen, Barghausen Engineering; Madeline Cleman; and Neil Clement. DIaCUSSION OF. DOUGLAS MARSH'S CONCERNS..REGARDINQ,,.THE. REZO.NE..0E HIS ,DISTRIC. Douglas March reviewed his concerns, which involved the rezone of his property from Rural, 1 acre to Rural, 5 acre. He said that he and his neighbors did not know about the rezone, because Custer -area residents do not think of themselves as being within the "Blaine -Birch Bay Subarea" and because he believed the public notice given of the rezone was not sufficient. Planning Director Taylor explained the procedures the Planning Department used to notify the public of rezones, and also explained the reasons that Mr. Marsh's area was zoned R5A. Mr. Marsh said that he would raise his concerns again the next time his area was scheduled for rezoning. ORDINANCE AMENDING THE CHERRY POINT- F.ERNDAL.E .SUBARE.A COMPREHENSIVE PLAN FROM. COMMERCIAL ZONES AND WITHIN. 1.500'.QF FREEWAY, INTERCHANGES TO, R,&VE N ..ELEVATED, SIGN .UP-T0,501., ABOVE THE HIGHEST ROADBED OF THE INTERCHANGE Planning Director Taylor explained the reasons for the rezone and the change in the sign regulation. Tom Barghausen of Barghausen Engineering said that he believed the ordinance appropriately addressed the needs of freeway- oriented businesses, and urged it's adoption. JACKSON MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE. The motion carried. RESOLUTION.IN. THE MATTER OF JU.RISD.ICTIONAL SUPPORT.FOR WA ER QUALITY .P.LANNIN Madeline Cleman distributed a revised resolution containing changes suggested by the Executive. April 20, 1988 Page 2 There was discussion about the need for the changes. JACKSON MOVED TO RECOMMEND APPROVAL OF THE ORIGINAL ORDINANCE. The motion carried. EASE OF, ADMINI.STRATTON WITH THE EXCEE.TION QF.. THE. .!'YA.RD ",,DEFINI.TION Taylor explained the various changes implemented by the ordinance. He suggested three changes as follows: 1. Placing additional headings on the first six columns of the table on page 3 of Exhibit A, which would read "Road Type," "I," "II, 11 VIII, 11 1?IV, 11 and 11V.11 2. Striking the words 11 . . . if prepared by a designer approved by the County. Buildings and Code Administration will maintain the approved list." on page 14 of Exhibit A, 20.66.552 (3), and substituting the words " . . . if the plan is approved by Buildings and Code Administration." 3. On page 9 of Exhibit A strike the number •1U and substitute JU3 in Section 20.22.253 (1), in order to correct a typographical error. There was also considerable discussion of the section of the ordinance pertaining to private, non - commercial boat docks. JACKSON MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE WITH THE AMENDMENTS SUGGESTED BY TAYLOR. April 20, 1988 Page 3 The motion carried.
