FINANCE COMMITTEE
September 12, 1988
The meeting was called to order by Chairman Dan Warner at
3 p.m., with Committee members Mary Vanderpol and Don Hansey present.
REQUESTS FOR APPROVAL OF BIDDERS LIST FOR FRESH FRUITS AND VERETABLES FOR
THE JAIL, AND NOR -BELL CARE FACILITY, ACCEPTING BIDS FROM FOOD SERVICES, INC.
AND FROM MARYSVILLE PRODUCE.
The bidders list and bid award recommendations for the various
contracts (items 1 -5 on the Finance agenda) were reviewed by the committee.
VANDERPOL RECOMMENDED APPROVAL OF THE RECOMMENDATIONS.
Motion carried, recommendation to be taken to the full council.
ORDINANCE PROVIDING FOR THE ISSUANCE OF A REVOCABLE ENCROACHMENT PERMIT FOR
ANY AND ALL WORK PERFORMED WITHIN THE COUNTY RIGHT OF WAY
Due to a typographical error in the original ordinance, a portion
of it was readvertised. The public hearing, opened 9/1/88, was held open
until this had been done. Finance had previously recommended approval.
HANSEY RECOMMENDED THAT THE ITEM, AS CORRECTED, AGAIN BE
RECOMMENDED TO THE FULL COUNCIL.
Motion carried.
ORDINANCE IN THE MATTER OF AMENDIING ORDINANCE NO. 84 -78, SECTION 1, WHICH
IS RELATED TO ESTABLISHING WATER RATES (hearing was continued from Sept. 1)
This item was held in committee at the Executive's request.
RESOLUTION IN THE MATTER OF AUTHORIZING SUBMISSION TO THE VOTERS A PROPO
SITION REQUESTING $ (UNDECIDED AMOUNT) IN GENERAL OBLIGATION BONDS
TO BUILD JUVENILE DETENTION FACILITIES, SUPPORT SERVICE OFFICES AND
COURTROOMS
There was extensive discussion of this matter; committee members
said the intent of the resolution was unclear, and that perhaps it was
unnecessary. Money for the project has been set aside in current expense;
why would the voters want to tax themselves to pay for the project in that
case, Warner and Vanderpol asked. Van Zanten said the public would be
confused, thinking that this proposition was a yes or no vote for the
juvenile detention center. She also noted that Council races during that
same election would excessively politicize the issue.
It was suggested by Hansey that this be held in committee, Warner
said he would like Johnson to come to the next Finance Committee to discuss
the matter. He also proposed the following change to the proposed ballot
title: "Instead of funding construction of a new juvenile detention center
exclusively from Current Expense, shall Whatcom County issue $ in
Finance y,12/88, Page 2
general obligation bonds to augment the available funds ?"
Warner suggested the matter be discussed in the full Council
meeting. There was agreement that this should be done.
The meeting was adjourned at 3:20 p.m.
