Executive Shirley Van Zanten explained the contract, and noted that Personnel Director Harold Raymond was present to answer any questions. HANSEY MOVED TO RECOMMEND THE COUNCIL AUTHORIZE THE EXECUTIVE TO SIGN THE CONTRACT. Motion carried. s - • 1 • 1 • 1 ' • , • 1 • - • 1 .. Again, Van Zanten explained the contract and noted that it had been the topic of the executive session on Sept. 15. HANSEY MOVED TO RECOMMEND THE COUNCIL AUTHORIZE THE EXECUTIVE TO SIGN THE CONTRACT. Motion carried. ME- Marlen Hanson explained the need for the bridge timbers. HANSEY MOVED THAT THE BID BE AWARDED AS PROPOSED. Motion carried. Van Zanten said the item was "sole source" because no one else makes the specialized kind of culvert needed in this instance. VANDERPOL MOVED THE BID BE AWARDED AS RECOMMENDED. Chemco wishes to expand, but needs more water for fire flow requirements and other needs first. PUD No. 1 has agreed to sell the County 112 million gallons of nonpotable water each day, much more than is needed for Chemco, if the County will build the transmission pipes. Van Zanten said this project will allow for more industrial growth in the Cherry Point area. HANSEY MOVED TO RECOMMEND AUTHORIZATION FOR BOTH AGREEMENTS. Motion carried. Rushing said this will be the second franchise to cover Lummi Island and the Lummi Reservation. The first one has never been completed in terms of financial obligations. Budget Director Tom Sutberry requested a change in the ordinance, so that payments will be made quarterly to the County. At the bottom of page 53, subsection a /b, change so it reads "...a sum equivalent to an annual rate of four percent, paid quarterly..." HANSEY MOVED TO RECOMMEND APPROVAL AS AMENDED. Motion carried. JW Van Zanten said staff recommends to leave rates as they are. HANSEY MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE. Motion carried. • ••- -• • There was general discussion of such property sales, Warner suggesting the County have a carnival and sell all the property at once, and Hansey noting that he's heard rumors of a person wanting to buy all the Sudden Valley properties. It was noted that the properties must be sold for the taxes owed, but that the Finance Minutes, 10/3/88, Page 3 taxes never accumulate beyond three years' worth. HANSEY MOVED TO RECOMMEND APPROVAL.
