FINANCE COMMITTEE
November 7, 1988
The meeting was called to order at 2 p.m. by Committee Chairman Dan
Warner with members Don Hansey and Mary Vanderpol present. Council member
Emily Jackson sat in on part of the meeting. Others present were Vic Battson,
Assessor; and Pat DeHaan, Admin. Asst., Assessor's office.
Superior Court's request for an increase in Frank Morrow salarX. There is no
plan to increase his salary at this time but it will be reviewed in the
upcoming salary review.
Sheriff's request for additional deputies and an extra clerk. Hansey is
worried about reaching levy lid and losing 6% yearly increase and feels we
must be prudent about increases. It is very difficult to cut law enforcement
once in place. Vanderpol feels there is a legitimate need for two added to
the three currently allotted by Van Zanten. He does feel we should specify
that two should do road patrol as ticket writing does generate revenue.
Warner suggested the five be funded but not the clerk at this time. He felt
the new deputies would not be generating extra work immediately and the
Sheriff could let us know in six months how desperate the clerical needs were
at that time.
Auditor's request for $2500 to purchase a computer. It was decided there
would be no change in the allotment for the Auditor.
Request by District Court for a one -half time collections ep rson. Decision to
hire a full time collection person who would work half days in the above
position and half days under the control of the Budget Director to do
collections for needy departments. There was some discussions about pulling
the collections function together.
Prosecuting_ Attorney's request for an increase in salary. It was agreed to
give him a raise bringing him to 98% of the Executive's salary amounting to
approximately $1700 per year.
N.F. Jackson's request for an additional half time commissioner to bring in
extra revenue. Warner wants to speak to Van Zanten and Sutberry about this
and it will be discussed at the next meeting.
Request made by Ski to Sea for additional $1500. Agreed to fund this from the
Convention Center Fund.
Prosecuting Attorney's request for additional space. No funding for space at
this time.

Assessor's request to bring the 7- hour peo up to 8 hours adding 1.25 FTE.
After much discussion the Council decided to add an hour for 12 people in the
office and 2 hours to a 6 hour deputy assessor but they would eliminate the
half time person in the office. This would result in an increase of 1.25 FTE.
Vanderpol and Hansey discussed not raising the 6 hour assessor to 8 and using
that money to contract some work out to trained assessors In the area.
The meeting adjourned at 4;00 p.m.
