Also present were Shirley Van Zanten, County Executive; Paul Rushing, Public Works; Tom Sutberry, Budget Director; Randy Watts, Council Attorney; Harold Raymond, Personnel; Joan Bird, Public Defender's Office; Darlene Metcalf, Auditor's Office; Nat Dickinson, Purchasing; Brad Bennett, Public Works Accounting; Bob Jurica, Engineering; and Neil Clement, KGMI. W *0 04 HANSEY MOVED TO RECOMMEND APPROVAL OF THE BIDDERS LIST. The motion carried. BID AWARD RECOMMENDATION FOR THE SUPPLY OF PETROLEUM FUELS TO TH.E OW BIDDER,, NORTHWEST U L GO, 0 INC,.,. AT. A TOTAL ESTIMATED..ANN.UA, L COST OF $190,13$, EXCLUDING ALL TAXES Executive Van Zanten and Purchasing Agent Nat Dickinson explained the proposed bid award. HANSEY MOVED TO RECOMMEND APPROVAL OF THE BID AWARD. The motion carried. 00 Us Executive Van Zanten and Public Works Director Rushing explained the bid award. DEPUTY SHERIFFS BARGAINING UNIT Executive Van Zanten and Personnel Director Raymond explained and discussed the contract with the Committee. VANDERPOL MOVED TO RECOMMEND APPROVAL OF THE CONTRACT. The motion carried. REQUEST .FOR AUTHORI.ZATJON TO SIGN A ..CONTRACT IN THE AMOUNT 0.F $25,840 WITH MAIRIX MANAGEMENT .GROUP FOR .T11E OPERATIONAL AUDIT OF WHATCOM COUNTY'S FINANCIAL MANAGEMENT SYS.JE Budget Director Sutberry discussed the contract with the Committee. Hansey suggested that the three Matrix Management Group personnel who would be conducting the study should have some initial contact with Council members, and Sutberry agreed to arrange for them to attend a Finance Committee meeting. HANSEY MOVED TO RECOMMEND APPROVAL OF THE CONTRACT. The motion carried. RESOLUTION FQR HEARING AND NOTICE OF HEARING ON SALE OF COUNTY TAX TITLE PROPERTY HANSEY MOVED TO RECOMMEND APPROVAL OF THE RESOLUTION. The motion carried. OTHER BUSINESS DISCUSSION OF LITTER PROBLEM IN VICINITY OF. .TRC Warner reported that TRC personnel had agreed to police the litter problem as much as possible, and also to ask Sanitary Service Co. to ensure that litter did not fall from their trucks. DISCUSSION.OF— SURCHARGE FOR CEDARVILLE LANDFILL SITE Warner distributed a proposed ordinance which had been drafted at his request to address this issue, and discussion followed. HANSEY MOVED TO INTRODUCE THE ORDINANCE. The motion carried. May 16, 1988 Page 3 DISCUSSION OF DEFERRED PROSECUTION REPORTS FROM PUBLIC DEFENDER AND PROSECUTOR After discussion of the reports, Warner agreed to write a memo to the Public Defender and Prosecutor requesting information on the number of cases which are candidates for deferred prosecution as opposed to the number of cases which go to deferred prosecution; asking both departments to use the same format in presenting their reports; asking the Prosecutor how deferred prosecutions might be agreed upon prior to arraignment in order to decrease the burden on the Public Defender; and requesting further clarification on the issue of whether persons accepting deferred prosecution programs are always charged for those programs. RESERVATION The resolution was introduced and explained by Executive Van Zanten, and discussion followed. VANDERPOL MOVED TO PRESENT THE RESOLUTION TO THE COUNCIL FOR FURTHER DISCUSSION.
