FINANCE COMMITTEE
January 20, 1988
The meeting was called to order by Committee Chair Warner at
3:00 p.m. with Roehl present. Hansey arrived at 3:07 p.m. Also
present were Marvin Vanderpol, Council Member; Shirley Van
Zanten, County Executive; Randy Watts, Council Attorney; Tom
Sutberry, Budget Director; Paul Rushing and Brad Bennett, Public
Works; Darlene Metcalf, Auditor's Office; Barbara Cory,
Treasurer; William Hawley, Lummi Island Ferry; Gerald Wood,
Juvenile Court; Wendy Bohlke, State Attorney General's Office;
and Neil Clement, KGMI.
ORDINANCE TO REVISE THE 1988 CURRENT EXPENSE FUND, PUBLIC
DEFENDER'S APPROPRIATION THEREIN
There was discussion about the ordinance.
ROEHL MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE.
There was further discussion.
The motion carried.
ORDINANCE AUTHORIZING A SUPPLEMENTAL BUDGET TO THE 1988 SEWER
CONSTRUCTION FUND FOR ADDITIONAL IMPROVEMENTS TO THE FERNDALE
WASTEWATER TREATMENT PLANT
Brad Bennett of Public Works explained the ordinance.
ROEHL MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE.
The motion carried.
ORDINANCE IN THE MATTER OF AMENDING WHATCOM COUNTY CODE CHAPTER
2.64 SECTION 2.64.040 MILEAGE RATE, PROVIDING THE RATE AT WHICH
OFFICERS AND EMPLOYEES OF WHATCOM COUNTY ARE ENTITLED TO BE
REIMBURSED FOR PREAUTHORIZED USE OF PERSONAL AUTOMOBILES OR OTHER
TRANSPORTATION EQUIPMENT IN CONNECTION WITH OR IN THE COURSE OF
THEIR OFFICIALLY ASSIGNED DUTIES OR OTHER APPROVED TRAVEL IS
FIXED AT NINETEEN.CENTS PER MILE OR A FLAT MONTHLY.RATE IF, THE
COST IS_LESS THAN PROVIDING A PUBLIC VEHICLE.IN'ACCORDANCE WITH
RCW 42.24.090
Executive Van Zanten explained the ordinance, suggested an
amendment, and proposed a change in the mileage rate.
ROEHL MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE.
There was discussion on the motion.

ROEHL MOVED TO AMEND THE ORDINANCE BY ADDING ON PAGE 2 LINE
7 THE WORDS "AS SET BY THE COUNTY EXECUTIVE" SO THAT SECTION
WOULD READ "NINETEEN CENTS PER MILE OR A FLAT MONTHLY RATE AS SET
BY THE COUNTY EXECUTIVE IF THE COST IS LESS THAN PROVIDING A
PUBLIC VEHICLE "
The motions to recommend adoption and amendment of the
ordinance carried. The Committee decided against taking action
on a change in the mileage rate.
ORDINANCE AMENDING WHATCOM COUNTY CODE SECTION 2,09_,030, THE
DUT_I_ES.OF THE PUBLIC DEFENDER
There was discussion about the ordinance, and about a
problem with guardian ad litem cases which was not addressed by
the ordinance.
Council Attorney Randy Watts agreed to draft language to
address the guardian ad litem issue and also to clarify the last
paragraph in the existing ordinance concerning ongoing dependency
cases already under contract.
ROEHL MOVED TO FORWARD THE ORDINANCE TO THE FULL COUNCIL
WITH NO RECOMMENDATION, PENDING CLARIFICATION OF THE LANGUAGE,
BUT WITH THE UNDERSTANDING THAT THE INTENT WAS TO APPROVE THE
BASIC CONCEPT OF THE ORDINANCE.
The motion carried.
RESOLUTION AMENDING RESOLUTION 87 -58, THE EXEMPT SALARY
RESOLUTION,TQ RECLASSIFY A POSITION IN THE CLERK'S OFFICE AND
COMBINE THE CLERK'S POSITION WITH ASSISTANT TO THE CQUR
RESOLUTION AUTHOR.IZING,THE ADDITION OF A NEW POSITION IN TH,
OFFICE.OF THE .CLERK AND. A.,PA.RT -TIME POSITION IN, SUPERIOR COURT
ASSIGNED COUNSEL
Executive Van Zanten explained the resolutions, and
discussion followed.
ROEHL MOVED TO RECOMMEND APPROVAL OF THE RESOLUTIONS.
The motion carried.
DISCUSSION OF LUMMI,ISLAND FERRY COMMUTER PASSES
There was discussion of a proposal to allow a floating
commuter pass, rather than a pass which must be affixed to a
particular vehicle, and of the potential for abuse of such a
pass.

Bill Hawley of the Lummi Island Ferry told the committee
that the ferry crew was against such a change and believed that
the current system was effective. The Committee agreed to take
no further action on the issue.
REQUEST FOR APPROVAL OF EXPENSES
Warner presented a memo from Council Chair Tom Burton
requesting a $35 registration fee to attend a Waste Reduction and
Recycling Workshop, and $427 each for Burton and Council Member
Jackson to attend a County Officials Training and Certification
Course. The Committee agreed to recommend approval of the
request to the full Council.
The meeting was adjourned at 4 :05 p.m.
