FINANCE COMMITTEE
February 29, 1988
The meeting was called to order by Committee Chair Warner at
3 :00 p.m., with Vanderpol present. Hansey arrived at 3:05 P.M.
Also present were Tom Sutberry, Budget Director; Shirley Forslof,
Auditor; Paul Rushing, Brad Bennett and Glen Kiep, Public Works;
Larry Mount, Sheriff; Barbara Cory, Treasurer; and John Tyler,
Building and Codes; and Roger DeSpain and Gary Chadwick, Parks.
RESOLUTION TO SELL P-ROPERTY ACQUIRED BY COUNTY ON TAX.FORECLOSURE
VANDERPOL MOVED TO RECOMMEND APPROVAL OF THE RESOLUTION.
The motion carried.
RESOLUTION IN THE MATTER OF CANCELLATION OF WARRANTS OVER ON
YEAR OLD IN ACCORDANNCE,WITH THE PROVISIONS..OF R.C.W. 3.6.22.100
There was discussion about the resolution.
VANDERPOL MOVED TO RECOMMEND APPROVAL OF THE RESOLUTION.
The motion carried.
ORDINANCE AMENDING WHATCOM COUNTY CODE PROVISIONS MAKING THE
VIOLATION OF SAID PROVISIONS AN INFRACTION
ORDINANCE ESTABLISHING A CIVIL INFRACTION PROCEDUR
ORDINANCE CREATING ENFORCEMENT PROCEDURES FOR FAILING TO RESPOND
OR SIGN AN INFRAC,TIQN
There was discussion about the problems involved in
attempting to strengthen the ordinance to have more effect on
reducing the overload on the criminal justice system,
particularly in light of the State Attorney General Office's
opinion that Whatcom County lacks authority to decriminalize
offenses addressed in state criminal statutes.
The Committee agreed to ask the Prosecuting Attorney to add
to the ordinance the offenses suggested for decriminalization in
Mick Moynihan's memo of February 8 (Trespass; Obstructing; Minor
in Possession; Drinking in Public; Dog Violations; Open
Container; and Selling Alcohol to a Drunk), with a provision that
a second trespassing violation would become a criminal offense.
HANSEY MOVED TO HOLD THE ORDINANCES IN COMMITTEE FOR ANOTHER
TWO WEEKS.

ORDINANCE TO REVISE THE 1988 CURRENT EXPENSE FUND, BUILDINGS AND
CODE BUDGET THEREIN
Brad Bennett and Paul Rushing explained the ordinance.
HANSEY MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE.

ORDINANCE ESTABLISHING A FERRY REVOLVING FUND
Brad Bennett explained the ordinance.
VANDERPOL MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE.
The motion carried.
ORDINANCE TO REVISE THE 1988 COMBINED TREATMENT SERVICES FUND
APPROPRIATION
Tom Sutberry explained the ordinance.
HANSEY MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE.
The motion carried.
BID AWARD RECOMMENDATION FOR A NEW OR USED DIESEL GENERATOR SET
TO THE LOWEST RESPONSIVE BIDDER. NC MACHINERY COMPANY FOR
CATERPILLAR EQUIPMENT AT A TOTAL COST OF $84,548,75, INCLUDING
SALES TAB
Glen Kiep explained the proposed bid award, and discussion
followed.
VANDERPOL MOVED TO RECOMMEND APPROVAL OF THE BID AWARD
RECOMMENDATION.

BID AWARD RECOMMENDATION FOR TWO SINGLE AXLE DUMP TRUCKS TO THE
LOW BIDDER, TRUCK CENTER CORPORATION, FOR GMC C7DO42 TQPKICK
TRUCKS WITH A LYNNWOOD BOX, AT A NET BID OF $86,128.68, INCLUDING
TRADE -IN AND SALES TAB
Glen Kiep explained the proposed bid award. A discussion
followed about whether bids should be awarded to local bidders
whose bids are slightly higher than out -of- county low bidders,
and if so what price differential should be allowed. Public
Works Director Rushing offered to obtain clarification on the
legal aspects of the issue.

HANSEY MOVED TO SEND THE PROPOSED BID AWARD FORWARD TO THE
COUNCIL PENDING LEGAL CLARIFICATION AS ON THE ISSUE OF THE PRICE
DIFFERENTIAL.
The motion carried.
BID AWARD RECOMMENDATION FOR REPLACING THE BARN ROOF AT HOVANDER
HOMESTEAD PARK TO THE LOW BIDDER, WEST COAST ROOFING AND GENERAL
CONTRACTING, INQ., FOR A TOTAL OF $2 $641.40, INCLUDING TAXES
Roger DeSpain and Gary Chadwick explained the proposed bid
award, and discussion followed.
VANDERPOL MOVED TO RECOMMEND APPROVAL OF THE BID AWARD
RECOMMENDATION.
The motion carried.
REPORT ON PROGRESS OF INFORMATION GATHERING ON JUVENILE DETENTION
FACILITY SITING
Warner discussed the information which was in the process of
being compiled, and suggested that the Finance Committee meet
with representatives from the City to discuss the City
government's wish to have the facility located in downtown
Bellingham. The Committee agreed to schedule such a meeting for
3:00 p.m. Monday, March 7.
The meeting was adjourned at 4 :10 p.m.
