The meeting was called to order at 3 p.m. by Chairman Dan
Warner, with Council members Don Hansey and Mary Vanderpol
present.

This item was moved from the end of the agenda to the
beginning. George Wilcox and Council members discussed this item
extensively. Warner said the matter would be discussed further
in County budget discussions.

Executive Shirley Van Zanten explained that no additional
money would be required for this matter; it would be covered by a
budget transfer.

This item, covering permits for people wanting to do work
within the county right -of -way, was reviewed by the committee.
Engineering representative Nassar Mansour reported that a
typographical error had been made in the itemized list of rates
included in the ordinance.

HANSEY MOVED TO RECOMMEND DENIAL OF THIS ORDINANCE TO THE
FULL COUNCIL.
There was discussion. Warner said there is adequate money
in the ending fund balance to cover this.
Motion carried.
Van Zanten said money is coming from reserve accounts.

Barbara Cory and Tom Sutberry were present to explain this
ordinance.
IT WAS MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL.
Motion carried.
There was discussion of this issue. The item will remain in
committee, with Van Zanten issuing periodic reports on the status
of a suit between Whatcom County and the state over this issue.
The meeting was adjourned at 14:15 p.m.
