Also present were Shirley Van Zanten, County Executive; Shirley Forslof, Auditor; Mary Chisholm, Marlen Hansen, and Glen Kiep, Public Works; Nat Dickinson, Purchasing; Roger DeSpain, Parks; Barbara Cory, Treasurer; Jon Ostlund, Public Defender; Harold Raymond, Personnel; Dan Taylor, Planning; Larry Mount, Sheriff; Ed Henken, Engineer; Priscilla Sabin, Visitors and Convention Bureau; Bob Tull and Tom George, Westside Record - Journal; Jack Fraser and Glynnis Christie, Point Roberts Chamber of Commerce; Neil Clement, KGMI; and Ray Weden. AWARDING OF BID.FO.R THE OFFICIAL COUNTY NEWSPAPER.. JULX 11 1988 THROUGH JUNE 3O, 1985 There was discussion about information submitted by the Auditor on the amounts spent to advertise in the Bellingham Herald and the Westside Record - Journal during the previous two years, and about various criteria for awarding the bid. HANSEY MOVED TO RECOMMEND THAT THE BID BE AWARDED TO THE WESTSIDE RECORD - JOURNAL. The motion carried. ORDINANCE TO REVISE THE 1988 NON- DEPARTMENTAL BUDGET, CURREN,�' EXPENSE FUND APPROPRIATIO, Executive Van Zanten explained the ordinance. HANSEY MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE. The motion carried. ORDINANCE TO REVISE THE 1988 CURRENT.EXP.ENSE FUND AP.PROP.R.IATION.. PUBLIC DEFENDER'S BUDGETTHEREIN Executive Van Zanten reviewed the ordinance, which had also been discussed at the previous Finance Committee meeting. HANSEY MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE. The motion carried. April 18, 1988 Page 2 ORDINANCE TO REVIEE THE 1988 CURRENT EXPENSE FUND APPROPRIATION,, CLERK'S BUDGET THEREIN Executive Van Zanten reviewed the ordinance, and explained that the amount for 1988 could be reduced. She suggested changing the amounts on lines 12 112 and 23 112 to $11,630, and reducing the other amounts accordingly. HANSEY MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE WITH THE EXECUTIVE'S RECOMMENDED CHANGES. The motion carried. REVIEW OF VISITORS.AND CONVENTION BUREAU'S PUBLICITY FOR WHATCOM COUNTY Publicity for the Point Roberts area was discussed with the Committee by Priscilla Sabin of the Visitors and Convention Bureau and Jack Fraser of the Point Roberts Chamber of Commerce. Priscilla Sabin explained some of the problems her organization faced in attempting to promote Point Roberts, and her plans for addressing this problem. Jack Fraser stressed that VCB personnel needed to be knowledgeable about the times of the year when there is and is not a great deal of activity in Point Roberts. Both parties stated their intention of working together to improve the situation. CQ.,UNCIL CHAMBERS SOUND SYSTEM The Committee agreed to recommend that the suggestions contained in the "Conclusions" section of the report be implemented by the administration. FUTURE USE OF THE PARK ORV FUND Parks Director Roger DeSpain reviewed the history of the fund and discussed the County's options with the Committee. The Committee agreed to recommend that the ATV funds be returned to the State, and that the administration be encouraged to make application for funds for education and enforcement. OF 417.,654..8.9 Executive Van Zanten explained the two related bids. HANSEY MOVED TO RECOMMEND APPROVAL OF THE BID AWARDS. The motion carried. ZFET Van Zanten explained the bid award. BID AWARD.RECOMMENDATION FOR THE INTERIOR REMODEL OF THE BELLINGHAM /WHAT.COM.COUNTY DISTRICT DEPARTMENT OF HEALTH TO ,THE LOW BIDDER, JOHN DANIELS .CONSTRUCTION.INC.,TOTAL AMOUNT $72,701 Van Zanten explained the bid award, and discussion followed. HANSEY MOVED TO RECOMMEND APPROVAL OF THE BID AWARD. r The motion carried. BID AWARD RECOMMENDATION FOR A BOAT CHARTER TO PROVIDE TEMPQRAR,Y PASSENGER SERVICE TO LUMMI ISLAND TO THE. LOW BIDDER,, PUGET..SOUND LAUNCH AND CHARTER, FOR USE OF THE VESSEL, RIM FIRE, TO BE OPERATED BY THE OWNER'S PERSONNEL FOR BOTH SHIFTS DURING,T.HE.D.AY AT A RATE OF $690 PER DAY County Engineer Ed Henken explained that this year Puget Sound Launch and Charter would operate the vessel with their own personnel, rather than County employees, and would also pay for repairs. HANSEY MOVED TO RECOMMEND APPROVAL OF THE BID AWARD. The motion carried. April 18, 1988 Page 4 REQUEST FOR.AUTHORIZATION TO SIGN AN M N.. SERVICES FOR THE DESIGN OF. SMITH CREEK.BRIDGE.WITH.ARNOLD._AND ARNOLD ASSOCIATES FOR A TOTAL NOT TO EXCEED $20..000 Van Zanten and Henken explained the request, and discussion followed. HANSEY MOVED TO RECOMMEND APPROVAL OF THE AGREEMENT. The motion carried. RESOLUTION FOR HE.A,RING AND NOTICE OF HEARING ON SALE OF COUNTY TAX JITLE PROPERTY Executive Van Zanten and Treasurer Barbara Cory suggested that the Committee hold the resolution while more research was done into the value of the property. HANSEY MOVED TO HOLD THE RESOLUTION IN COMMITTEE AND ASK THAT THE PROPERTY BE ASSESSED BY A PRIVATE APPRAISER, AND THE COST OF THAT ASSESSMENT CHARGED BACK TO THE PRICE OF THE LOT. The motion carried. RESOLUTION AUTHORIZING THE COUNTY EXECUTIVE TO ,ENTER. INTO . AN AGREEMENT WITH RAYMOND D. WEDEN,AND ASSOCIATES TO P.R.OVIDE PROFESSIONAL CONSULJING SERVICES TO THE COUNTY ,PLANNING. AND PUBLIC WORKS DEPARTMENTS FOR THE PURPOSE OF..UPDATING THE.COUNTY SEWER AND WATER COMPREHENSIVE PLAN AND ES_TA$LISHINO DEVELOPMENT PATTERNS FOR SHORT -. AND LONG -T.ERM PROJECTIONS The resolution was added to the agenda at the request of the Executive. After discussion, the Committee agreed to recommend its approval to the Council. SCHEDULING OF FTNAN E COMMITTEE MEETING OF 5/2/88 The meeting was scheduled to begin at 1:30 p.m., rather than the regular 3:00 p.m. NEW TYPEWRITER FOR COUNCIL OFFICE Warner stated that he would do more research on this item. April 18, 1988 Page 5 WAGES FOR ELECTION BOARD WORKERS Auditor Shirley Forslof reviewed for the Committee her proposal that election workers be paid a flat rate rather than an hourly salary plus mileage.
