HomeMy WebLinkAboutCounty Council November 22 1988WHATCOM COUNTY COUNCIL November 22, 1988 The meeting was called to order at 7 p.m. by Chairman Will Roehl, with Council members Corky Johnson, Dan Warner, Don Hansey, Emlly Jackson and Marvin Vanderpol present. Tom Burton was absent. The purpose of this meeting was to adopt the final budget ordinance and associated resolutions and ordinances. FINAL CONSIDERATION OF RESOLUTIONS AND ORDINANCES Resolution adgptina the Whatcom County 1989 Road Construction Program Johnson reported that Public Services and Finance committees reviewed and recommended approval of this item. There was discussion of various items in the budget and its provisos, and the following amendments were moved and voted upon as indicated: A. Cedarville extension; item K (amended to read:) ... herein: the Cedarville Road landfill shall remain open and operational until Dec. 31, 1989 unless its life is extended prior to that date. MOVED BY JOHNSON; motion carried. B. Sheriff; item J (amended to read:) ... is granted provided that one deputy is added to each shift and not less than two shall be road patrol deputies. MOVED BY WARNER; motion carried. C. Assessor's Office; item M Eliminated this proviso; change hours of present appraiser from six to eight. MOVED BY ROEHL; motion carried. DARE appropriation Reduce line item for visitors and convention bureau by $1,500, so that the Finance Committee's recommendation of $4,500 for DARE is reduced to the Executive's recommendation of $3,000. MOVED BY JACKSON; Motion failed. E. No- Smoking Policy; item i Vote to eliminate this proviso, attack the issue through an ordinance instead. JOHNSON MOVED; motion failed. No further changes were made. Roehl was asked to draft a resolution requesting the administration to look into the issue of whether seven- or eight -hour employees are more cost effective, and to clarify the extent of the salary survey to include exempt and elected officials. WARNER MOVED ADOPTION OF THE BUDGET ORDINANCE AS AMENDED. Motion carried. Ordinance authorizing the levy of taxes for Cgunty and State purposes In Whatcogi County, Washington, for,the year of 1989 pursuant to Home Rule Charter Segtlon 6.10 Warner reported that Finance recommended adoption of the ordinance. Warner said he did not think further discussion of the issue was necessary, in light of the extensive discussions that have taken place. Hansey, Roehl, Vanderpoi spoke in favor of the ordinance. Johnson and Jackson spoke against it. Motion carried, 4 -2 with Johnson and Jackson opposed.
