APPROVAL OF.MINUE The minutes of the Council meetings of April 14, 1988 and April 21, 1988 were approved. EXECU[IME ITEM There were no items from the Executive. H A� RING ORDINANCE AMENDING THE PLAN MAP AND TEXT OF THE PLAN FOR POINT ROBERTS$ A SUPPLEMENT TO THE WHATCOM COUNTY C.O MPREHENS.IVE PLAN., TO ALLOW LIMITED COMMERCIAL USE FOR...A PROPERTY ALONG.TYEE.DRIV Burton explained he had learned that a hearing should not be held because the ordinance, which would implement a language change in the comprehensive plan, needed to go through the Planning Commission before being considered by the Council. BURTON MOVED TO REFER THE ORDINANCE TO THE PLANNING COMMISSION FOR THEIR REVIEW AND A PUBLIC HEARING. The motion carried. QPEN SESSION Barbara Brenner Invited Council members to attend the Health Board's May 11 public hearing on the renewal of the Thermal Reduction Company's permit; referred to a letter from Department of Ecology official stating that TRC was considered for a 6 -year permit because the City of Bellingham was moving towards incineration of its garbage; suggested that safe disposal in a landfill was preferable to unsafe incineration; stated that City of Bellingham had no liability for TRC's actions. FINAL CONSIDERATION QF RESOLUTIONS AND ORDINANCES ORDINANCE AMENDING WHATCOM COUNTY CODE 2.55.01Q Warner explained that the ordinance added the County Court Reporters and Mail Clerk to the list of bonded employees. HQL Burton reported that the Planning and Development Committee recommended approval of the application. BURTON MOVED TO APPROVE THE OPEN SPACE /TIMBERLAND APPLICATION OF DONALD AND GLADYS HOLZ. The motion carried. Burton reported that the Planning and Development Committee had asked the Planning Department to study the following improvements to the open space classification process: Requiring a timber management plan with the initial application; changing the public benefit rating scale to give more weight to the timber management plan; and implementing stronger guarantees of public access to land classified as open space.
