October 5, 1989
The meeting was called to order at 6 p.m. by Committee Chairman Corky
Johnson, with Dan Warner and Mary Vanderpol present.
1. REQUEST FOR COUNCIL APPOINTMENT OF JACK WEISS TO
COMPLETE THE UNEXPIRED TERM OF BARBARA FORD ON THE
COUNTY NOXIOUS WEED CONTROL BOARD
The committee agreed to recommend this item for a "do pass."
2. REQUEST TO VACATE THE UNUSED PORTION OF SALLY'S LANE
ON LUMMI ISLAND, FILED BY STEVE LUKE AND KUMAR
CHAVRE' (CONTD FROM 9/21)
After some discussion: WARNER MOVED THAT THE ROAD VACATION
BE APPROVED, SUBJECT TO THE OUTCOME OF THE PUBLIC HEARING.
Motion carried.
3. REQUEST TO VACATE A PLATTED COUNTY ROAD KNOWN AS
DIVISION STREET LYING BETWEEN ALLAN'S ROAD & CORDATA
PARKWAY, AKA WOODS ROAD, FILED BY WHATCOM
COMMUNITY COLLEGE (CONTINUED FROM 9/21)
This item was continued to October 19.
4. REQUEST TO VACATE A PORTION OF DESOTA AVENUE, FILED
BY JOHN CORLISS
After some discussion: WARNER MOVED THAT THE ROAD VACATION
BE APPROVED, SUBJECT TO THE OUTCOME OF THE PUBLIC HEARING.
Motion carried.
5. REQUEST TO VACATE A PORTION OF COLUMBUS AVENUE,
FILED BY BEN AND KATHRYN OTTEN
After some discussion: WARNER MOVED THAT THE ROAD VACATION
BE APPROVED, SUBJECT TO THE OUTCOME OF THE PUBLIC HEARING.
Motion carried.
6. NEW APPOINTMENT OF PAUL AASE TO AN EXISTING VACANCY
ON THE WHATCOM COUNTY T. V. RECEPTION IMPROVEMENT
DISTRICT I BOARD. THE APPOINTMENT WOULD BE EFFECTIVE
IMMEDIATELY AND RUN TO 8/31/91

After some discussion about the role of a TV Reception Improvement District,
the committee agreed to recommend this item for a "do pass."
9. POSSIBLE UPDATE ON ROEDERLAND POLICY DEVELOPMENT
There was no comment on this item.
10. OTHER BUSINESS
Stewart Mountain: Fred Corrick, who opposes the possible location of a landfill
at Stewart Mountain, asked if the Council had received information about the specific
location of the Stewart Mountain site. Warner said it had not, but that he would ask
the Executive about it at the Council meeting.
8. REPORT ON STRAND ROAD PROJECT (ROGER DESPAIN)
Parks Director Roger DeSpain said that in August the Committee asked him to
investigate whether other agencies would be willing to help funding a mini -park on the
Nooksack River at Strand Road. Among others, DNR thought it might be able to help
with the Washington State Conservation Corps., a youth organization. Also will consult
with the Interagency for Outdoor Recreation and others. There was some discussion.
In order to maintain the integrity of the river, and to work with neighboring
property owners, the County will need to step in, DeSpain said. Needed are restrooms,
garbage facilities, and no- parking /tow -away zones in the vicinity, he said. Discussion
ensued. Johnson said DeSpain should continue to pursue this project.
7. UPDATE ON REQUESTS FOR COMMENT, DRAYTON HARBOR
ROAD CLOSURE
Engineer Ed Henken reported that he has been talking with officials in City of
Blaine and he expects to have more information for the Committee in about two weeks.
There was some discussion.
There was general discussion among Committee members and people in the
audience about cumbersome bureaucracies, the volume of paper handled by the County,
and the recycling of said paper.
The meeting was adjourned at about 6:30 p.m.
