The meeting was called to order at 5:30 p.m. by Committee
Chairman Corky Johnson with members Mary Vanderpol and Dan Warner
present. Others present on attached list.
1. NEW APPLICATION FOR A CLASS P (SPECIAL GIFT WINE SERVICE)

2. DISCUSSION OF PETITION FOR DRAYTON HARBOR ROAD CLOSURE
(REPRESENTATIVES OF CITY OF BLAINE, FIRE DISTRICT 13,
BIRCH BAY WATER DISTRICT AND COUNTY ENGINEER WILL BE
PRESENT)
Warner explained that this is a small road that
originally provided access for the local residents but
since Semiahmoo has been developed the traffic is too
much for it to bear. Henken said that he had spoken to
the City of Blaine and they want some connection in this
area. Blaine is building a new access road to Semiahmoo
and it is recommended that the County build a new road
(one quarter mile long) so that the new access road to
Semiahmoo joins Shintaffer Road about 200 yards up land
from the present Drayton Harbor Road. There was some
discussion about weight and speed restrictions on the
present Drayton Harbor Road. The City Manager of Blaine
said that they also prefer the upland route and hope for
some direction from the Council so they can plan to
connect to it.
WARNER MOVED TO REQUEST THAT THE ADMINISTRATION BRING
FORTH PAPERS TO LIMIT THE SPEED TO 25 MPH, TO LIMIT THE
TRUCKS TO LOCAL DELIVERY ONLY, AND TO MOVE THE ROAD
INLAND IN COOPERATION WITH BLAINE SO THEY CAN CONNECT TO
IT.

4. DISCUSSION OF COMPLAINTS ABOUT JONES CREEK BRIDGE PROJECT
(TURKINGTON ROAD, ACME AREA)
Henken said that the debris had stacked up in 1983 and
caused a lot of destruction. The Federal government had
funded a study of the alluvion fan and the small streams
including Jones Creek. The results of the study showed

that the Jones Creek bridge was the County's number one
liability and they recommended a high level bridge or a
low water crossing. The engineers had come up with
problems with both of these situations and had thought
of putting a new road in the lower location connecting
the Hudson Road with the Turkington Road about a quarter
of a mile north of where the Turkington Road bridge is
now. The County does not have all the .right of way
needed to proceed with this project. One alternative
might be to extend the present bridge and raise it a few
feet and set up a local organization who would construct
and maintain a berm to monitor the river and clear any
log impediments that may occur. This would be similar
to the McCauley Creek Flood Control District does now and
some of the drainage districts do. The residents would
have to form a district and obtain easements.

WARNER MOVED TO REQUEST THE ADMINISTRATION TO HOLD THIS
PROJECT IN ABEYANCE UNTIL NEXT SPRING AND TAKE INTO
CONSIDERATION THE MATTERS THAT HAVE BEEN BROUGHT TO OUR
ATTENTION.

discussion or recommendation again.
Tyler stated that the Administration is in agreement that
this should be held over until Spring.
Wilcox asked if an independent engineer could be brought
in. Has touchy material he wished to show to the Council
only and no -one else.
3. DISCUSSION OF PROPOSED POLICY FOR PROVIDING AN ASPHALT
LIFT IN PLACE OF CHIP SEALING ON ROADS IN RURAL
RESIDENTIAL DEVELOPMENTS (SUCH AS ROEDERLAND)
A policy statement (attached) was handed out. Jan Sperry
of Roederland said that she was pleased with most of the
statement but did feel that the County should pay for two
thirds of the cost. She said she felt that if the chip
sealing was estimated to last much longer than normal
because of the low traffic, the same would be true for
asphalt. She stated she would like to take it back to
her group. Johnson asked her to come back in two weeks.
5. OTHER BUSINESS
STRAND ROAD BARRIER - representing the
winter fishermen asked that the barrier be set aside to
allow use of the river. Johnson asked that this be
forwarded to Roger DeSpain for comment.
CEDARVILLE LANDFILL - Warner said that John Leibrant had
stated that Johnson said the County had hired consultants to
find nothing. Johnson said there must have been a
misunderstanding because he had not said that.
ACADEMY ROAD R.I.D.
Pat Wheat said they presented a petition three years ago
and were deceived by Bob Jurica who kept putting them off
then finally dropped it. Henken said it is now on their
Public Service & Solid Waste Committee, 11/02/89, page 4
list and he hopes to have something before the Council
in two weeks but road could not be started on until 1991
now. Wheat was disappointed and stated the costs are so
much higher now than if it had just gone ahead when they
first asked for it.
