HomeMy WebLinkAboutPublic Services November 16 1989WHATCOM COUNTY COUNCIL PUBLIC SERVICE AND SOLID WASTE COMMITTEE November 16, 1989 The meeting was opened by Committee Chairman Corky Johnson at 6 p.m. Also present were members Dan Warner and Mary Vanderpol. 1. NEW APPLICATION FOR A CLASS E,F LIQUOR LICENSE BY ERNEST HUI, W. JAMES WHYTE, AND KLANE K. HUI FOR THE POINT ROBERTS MARINA RESORT, 713 SIMUNDSON DRIVE, POINT ROBERTS, WA 98281 WARNER MOVED TO RECOMMEND APPROVAL TO COUNCIL. Motion carried. 2. NEW APPOINTMENT OF GARY CRAWFORD TO THE COUNTY BOARD OF APPEALS TO FILL THE VACANCY CREATED BY THE RESIGNATION OF JAMES KELLEY WHOSE TERM RUNS UNTIL 12/31/89. THE APPOINTMENT IS REQUESTED TO BE EFFECTIVE IMMEDIATELY AND TO ENCOMPASS AN ADDITIONAL COMPLETE FULL TERM TO ULTIMATELY RUN FROM 1/1/90 TO 12/31/92 JOHNSON MOVED TO RECOMMEND APPROVAL TO COUNCIL. Motion carried. 3. NEW APPOINTMENT OF TIM CARPENTER TO THE SUBSTANCE ABUSE ADVISORY BOARD TO FILL THE VACANCY CREATED BY THE RESIGNATION OF TOM WILLERT WHOSE TERM RUNS UNTIL 12/31/89. THE APPOINTMENT IS REQUESTED TO BE EFFECTIVE IMMEDIATELY AND TO ENCOMPASS AN ADDITIONAL COMPLETE FULL TERM TO ULTIMATELY RUN FROM 1/1/90 TO 12/31/92 WARNER MOVED TO RECOMMEND APPROVAL TO COUNCIL. Motion carried 4. PETITION FOR A RESIDENT SHERIFF'S DEPUTY IN THE MAPLE FALLS AREA (RECEIVED IN COUNCIL OFFICE 11/7) After some discussion on this matter, it was decided that it should be sent to the Sheriff's office for clarification. VANDERPOL MOVED TO FORWARD THIS TO THE SHERIFF FOR CLARIFICATION. Motion carried. Sheriff Mount arrived at the meeting and said he had a copy of the petition and discussed the steps he had taken to get funding for the other deputy. He said this would not be a resident deputy but a deputy to cover this area, the Baker Lake area, the trail - heads and certain areas of the National Forests. Johnson asked that the Sheriff sent a recommendation to the Committee. Public Service Meeting, 11/16/89, Page 2 5. ROEDERLAND DISCUSSION Jan Sperry said she had discussed this with the other residents in Roederland, and they are generally happy with the proposal other than the quote from Wilder. They cannot understand why their price has gone up $9,000 from $11,000 to $20,000. She had checked with Hansen from Wilder Construction and he had said it shouldn't have gone up more than $1,000. Tyler from Buildings and Codes had stated that they had asked for the estimate based on three quarters of a mile. Sperry said they measured it and the road measures less than four tenths of a mile. Tyler had told her that the $5,025 is the figure that the County will pay for sure to have Roederland chip sealed and that Sperry wanted that reflected in the minutes. 6. ROY VON SCHOTTENSTEIN AND GLEN JOHNSON REPRESENTING THE LAKE WHATCOM SAFETY AND PRESERVATION ASSOCIATION It seemed appropriate to come after the fatal accident that occurred on Lake Whatcom Boulevard. This accident was not amazing when we watch the speed people drive on this road. If a deputy is in the area the traffic slows but of course it isn't practical to have an officer there constantly. He believes the only viable solution is an alternate route. They do not want to close Lake Whatcom Boulevard but it was built in 1913 and just cannot be used as a speedway- throughway to Sudden Valley. It is imperative than an alternate route be used as a connector. They have the endorsement of the Board of the Firs and the local School Administration. It is not the volume of traffic but the speed of traffic that concerns them. 7. JOHN LEIBRANT REGARDING CEDARVILLE LANDFILL Leibrant asked when the meeting would be held to discuss the results of the Health assessment of Cedarville. No -one was aware of the date.
