PUBLIC SERVICES COMMITTEE
Thursday, March 2, 1989
The meeting was called to order at 6 :30 p.m. by Councilman Corky Johnson
with member Dan Warner and Marvin Vanderpol present.
1. ORDINANCE ADOPTING A RETENTION SCHEDULE FOR AUDIO TAPE RECORDINGS
OF COUNCIL PROCEEDINGS
This ordinance would set up a six -year mandatory retention of all tape
recordings of Council meetings. Currently, tapes are kept for an indefinite
period of time; the change will allow some of them to be disposed of. The
schedule is one of three choices for tape retention offered by the state
records committee. Van Zanten explained that this does not require a public
hearing.
WARNER MOVED THAT THIS ORDINANCE BE ADOPTED.
Motion carried.
2. ORDINANCE ESTABLISHING A NO- SMOKING POLICY (HAROLD RAYMOND HAS
NEGOTIATED WITH THE TEAMSTERS' UNION AND THEY HAVE AGREED TO A
LETTER OF UNDERSTANDING)(ORDINANCE ALREADY RECEIVED)
Van Zanten distributed a new letter, signed by John Edgar of the
Teamster's Union; a paragraph was added so that adequate protection from the
weather will be provided for smoking employees. Details of exactly what
amenities will be provided in the smoking area will be worked out later, Van
Zanten said. Ordinances had been distributed in past weeks, but were not
included in Council's packets for that evening; Van Zanten said she didn't
know if some of her requests for changes to the ordinances had been
incorporated (her memo and the draft ordinance are on file). The committee
decided her suggested changes will be included in the ordinance when adopted.
3. RESOLUTION ACCEPTING A PETITION TO FORM WATER DISTRICT NO. 18 IN
ACME, AND SETTING A PUBLIC HEARING IN THE MATTER OF THE DISTRICT'S
FORMATION
WARNER MOVED THAT THE PETITION BE ACCEPTED AND A PUBLIC HEARING BE SET.
Motion carried.
4. OTHER BUSINESS
There was no other business.
The meeting was adjourned at 6 :45 p.m.
