PUBLIC SERVICES COMMITTEE
February 7, 1989
This meeting was rescheduled from February 2. It was called to order at
6 :30 p.m. by Councilman Corky Johnson with members Mary Vanderpol and Dan
Warner present.
Item 5 was moved to the start of the agenda because a member of the
public was present to address the issue.
5. REQUEST TO RENAME A COUNTY ROAD "ISLAND VIEW AVENUE" INSTEAD OF
"HARMONY ROSE LANE"
Lynn Harkelroad spoke on behalf of the petition for the name change.
WARNER MOVED THAT THIS PETITION BE ACCEPTED AND THAT A PUBLIC HEARING BE
SCHEDULED.
Motion carried.
1. ORDINANCE AMENDING ORDINANCE NUMBER 85 -90, ADDING ALTERNATES TO
THE SOLID WASTE ADVISORY COMMITTEE MEMBERSHIP
Warner said one reason for this ordinance is that Barbara Brenner had
applied for membership; but there is no vacant spot available. There was
discussion.
WARNER MOVED TO RECOMMEND THAT THE FULL COUNCIL ADOPT THIS ORDINANCE.
Motion carried.
2. ORDINANCE ESTABLISHING A POLICY REGARDING SMOKING IN THE WORK
PLACE FOR WHATCOM COUNTY GOVERNMENT AND ADOPTING CHAPTER _ OF
THE WHATCOM COUNTY CODE
Personnel Director Harold Raymond said the county is obligated to
negotiate such an ordinance with the union, because it causes a change In
working conditions. There was discussion about enforcement and facilities
available to smokers (there really are none). John Edgar of the Teamster's
Union made some comments.
WARNER RECOMMENDED TO POSTPONE CONSIDERATION OF THIS ORDINANCE UNTIL THE
BARGAINING IS COMPLETE.
Motion carried.
3. ORDINANCE ESTABLISHING PROCEDURES FOR THE ABATEMENT AND REMOVAL AS
A PUBLIC NUISANCE ABANDONED VEHICLES OR AUTOMOBILE HULKS OR PARTS
THEREOF FROM PRIVATE PROPERTY...
There will be a public hearing on this ordinance; the Hearing Examiner
suggested some changes, and Warner incorporated them into a substitute
ordinance. Johnson said he had no objection to the substitute ordinance, but
that a public hearing should be scheduled on the ordinance before it is
considered by the council. There was a consensus.

4. RESOLUTION ORDERING THE FORMATION OF A LOCAL AND ROAD IMPROVEMENT
DISTRICT, AND SETTING A PUBLIC HEARING
This resolution sets the public hearing for establishing LRID No. 10.
WARNER MOVED THAT THE COMMITTEE RECOMMEND APPROVAL TO THE FULL COUNCIL.
Motion carried.
