HomeMy WebLinkAboutPublic Services December 7 1989e' WHATCOM COUNTY COUNCIL PUBLIC SERVICES AND SOLID WASTE December 7, 1989 The meeting was called to order at 6 p.m. by Committee Chairman Corky Johnson. Council Members Dan Warner and Mary Vanderpol also were present. 1. APPOINTMENT OF DANIEL A. ADDIS TO A FIRST, FULL FIVE - YEAR TERM ON THE COUNTY RURAL LIBRARY BOARD TO RUN FROM 1/1/90 TO 12/31/94 Johnson asked that board and commission appointments go directly to Council, rather than coming through Public Services and Solid Waste. No one on the committee objected to this appointment. 2. PETITION TO VACATE A PORTION OF ALDER STREET, FILED BY DEAN SCORE Engineer Ed Henken said the property in question has cars parked on it, and the people applying for the vacation are using the land as a parking lot already. After talking with the school district and the local fire department, Henken said he found the property would be used for fire lane access and maybe water storage for the school district buildings. Johnson asked whether the cars would need to be cleared, and who would bear responsibility for the removal. Henken said the county would have to post "no parking" or "designated fire lane" signs, and seek compliance from the owners of the cars. Bill Boulton, superintendent of Mount Baker School District, confirmed that the road would be used for fire access and possibly for water storage to ensure adequate fire flow both for the construction of the new school buildings and for the township of Deming's use. He showed drawings of the proposed school buildings. WARNER MOVED TO RECOMMEND THAT THE PETITION FOR VACATION BE DENIED, FOLLOWING THE PUBLIC HEARING. Motion carried. 3. PETITION TO VACATE A PORTION OF JUNE ROAD, FILED BY FRED DORRFELD, ET. AL. (NOTE: DUE TO PROCESSING DELAY, THIS HEARING WILL BE OPENED AND CONTINUED TO DEC. 21) Johnson said the committee would not take action or make a recommendation on this matter until after the public hearing that will take place later in the evening and on the 21st. He noted that William T. Follis and Arnason realtors had submitted letters of opposition to the vacation. 4. ORDINANCE GRANTING A NON - EXCLUSIVE FRANCHISE TO TELECOM ASSOCIATES FOR A PERIOD OF 25 YEARS PURSUANT TO STATE LAW AND SECTION 9.3 OF THE WHATCOM COUNTY Public Services Minutes, 12/7/89, Page 2 HOME RULE CHARTER, TO OPERATE AND MAINTAIN A CABLE COMMUNICATIONS SYSTEM WITHIN ... WHATCOM COUNTY (DEMING) Johnson recommended that the item be forwarded to Council for discussion following the public hearing. 5. ORDINANCE ESTABLISHING EMERGENCY SERVICES AS A DIVISION OF THE SHERIFF'S OFFICE Executive Shirley Van Zanten distributed a memo and packet of information on this matter, along with a substitute ordinance that changes all references to "emergency services" to "emergency management" in order to be consistent with RCW 38.52. She also requested that the Council include in a motion for passage a phrase similar ; to "terminating Whatcom County's participation in the interlocal cooperative agreement for a joint local organization for emergency services. She said Sheriff Larry Mount was present to answer questions. Warner said he was gratified to see that the 6. RESOLUTION SETTING A HEARING ON THE CREATION OF A SOLID WASTE COLLECTION DISTRICT IN THE UNINCORPO- RATED AREA OF WHATCOM COUNTY WARNER MOVED TO RECOMMEND PASSAGE. Motion carried. 7. RESOLUTION SETTING A HEARING ON THE CREATION OF A SOLID WASTE DISPOSAL DISTRICT WITHIN THE UNINCOR- PORATED AREA OF WHATCOM COUNTY AND WITHIN ALL CITIES AND TOWNS IN WHATCOM COUNTY PURSUANT TO INTERLOCAL AGREEMENTS BETWEEN WHATCOM COUNTY AND SUCH CITIES AND TOWNS WARNER MOVED TO RECOMMEND PASSAGE. Motion carried. 8. UPDATE ON ACADEMY ROAD R.I.D. Engineer Ed Henken said he didn't receive sufficient notification of this item to make a report. He said staff feels strongly that an appraisal is needed both before and after the RID is formed, to ensure the County could be reimbursed for its costs in the event of a foreclosure. He suggested that the District proceed, and that the Council pass a resolution setting a hearing on the district formation. There was discussion. Warner suggested taking action at the next meeting, and Henken said he would try to contact the main applicant for the RID, Mr. Wheat. Public Services Minutes, 12/7/89, Page 3 9. UPDATE ON ROEDERLAND (JAN SPERRY SAID SHE WOULD RETURN WITH A REPORT FROM CITIZENS) Sperry questioned Deputy Public Works Director John Tyler on various aspects of the proposal. Vanderpol, Jackson, Warner and Johnson also discussed it. Warner eventually suggested that the policy be adopted. VANDERPOL MOVED THAT THE COMMITTEE RECOMMEND THAT THE POLICY BE PREPARED IN FINAL FORM BY STAFF, THEN ADOPTED BY THE COUNCIL. Motion carried. 10. OTHER BUSINESS Speed Limits: A man named Bob Bland ( ?) complained about the varying speed limits in the County, and asked that some uniformity be established. Henken asked Mr. Bland to give him some specific areas that could use improvement, and that he would then look into the matter.
