HomeMy WebLinkAboutPublic Services April 6 1989WHATCOM COUNTY COUNCIL PUBLIC SERVICES COMMITTEE April 6, 1989 Councilman Corky Johnson called the meeting to order at 6:10 p.m. with Councilmen Dan Warner and Mary Vanderpol present. 1. PETITION ASKING THE COUNCIL TO CALL A SPECIAL ELECTION, BY RESOLUTION (SEE ITEM 1 UNDER INTRODUCTION), TO DETERMINE WHETHER A WATER DISTRICT SHALL BE ESTABLISHED IN THE ACME AREA WARNER MOVED THAT FOLLOWING THE PUBLIC HEARING, THIS ITEM BE FORWARDED TO THE COUNCIL FOR APPROVAL. Motion carried. 2. ORDINANCE AMENDING CHAPTER 2.02 OF THE WHATCOM COUNTY CODE, HAVING TO DO WITH COUNCIL PROCEDURES Warner noted that this ordinance would change the titles of various standing committees, plus add Lake Whatcom Advisory Committee and Health Department Advisory Committee to the standing committee list. PASS. WARNER RECOMMENDED THAT THE ORDINANCE BE FORWARDED TO THE COUNCIL FOR DO Motion carried. 3. ORDINANCE FACILITATING THE UPDATE OF WHATCOM COUNTY'S COMPREHENSIVE SOLID WASTE MANAGEMENT PLAN ... AND AUTHORIZING THE EXECUTION OF INTERLOCAL AGREEMENTS NECESSARY FOR THE PREPARATION AND IMPLEMENTATION OF THE PLAN Executive Shirley Van Zanten and Public Works Director Paul Rushing discussed this Item with the committee. Present for the discussion were Everson Mayor Matt Lagerwey, Nooksack Disposal owner Dan Liedecker, and attorney Keith Bode. Van Zanten said she has talked with most of the cities about the proposed ordinance. Said the ordinance still is at the discussion stage. Dick Ford, attorney, said the County's intent is for cities to declare what they plan to do with their waste, enabling the County to estimate how much waste it will be handling. The County would have flow control over waste going to County facilities. There was discussion about a possible excise tax, recycling programs, flow control, rate structures. Van Zanten said she wanted to know if the Council would like her to continue to pursue this plan. Warner and Johnson said they like the idea. Bode noted that some small cities find the idea of flow control to be offensive, but are willing to work with Van Zanten. He said the cities want a voice in the plan's preparation. Johnson suggested that a Committee of the Whole meeting be scheduled to discuss the concept. Van Zanten said she planned to meet with small cities and solicit more input before bringing the ordinance to the Council for final consideration. Vanderpol said he liked the concept of mandatory garbage pickup in unincorporated areas, and said he thought most people would like the idea as Public Services Minutes, 4/6/89, Page 2 well. He suggested the Council and administration move as quickly as possible in this direction. 4. RESOLUTION CALLING FOR A SPECIAL ELECTION TO DETERMINE WHETHER WATER DISTRICT 18 SHALL BE ESTABLISHED IN ACME (SEE ITEivi 1; PAPERWORK IS THE SAME) WARNER MOVED FOR PUBLIC SERVICES TO RECOMMEND APPROVAL OF THE RESOLUTION SUBJECT TO THE OUTCOME OF THE PUBLIC HEARING. Motion carried. 5. TWEED TWENTY Two people,were present to say they favor the construction of a new road through that area. Ed Henken, Engineer, said there is nothing in the mill at this time. A petition had been received in the Council Office (number of signatures undetermined) opposing the extension of Magrath Road. Henken said surveyors are in the area and a road has been bulldozed in some nearby property because a developer is looking over the land. He said he would look into the situation and would comment on it at a future meeting. The meeting was adjourned at 6 :30 p.m. ATTEST: 6.'
