Will Roehl was absent. Burton said he would like to change the order of the agenda items. There was no objection. 2. ORDINANCE AMENDING THE TEXT OF THE WHATCOM COUNTY SHORELINE MANAGEMENT PROGRAM. TO ALLOW THE LAND APPLICATION OF WASTE WATERS USED IN PROCESSING FRUITS AND VEGETABLES AS A CONDITIONAL USE There was extensive discussion of this item, with comments by Planning Director Dan Taylor, SEPA Official Jerry Mixon, Bellingham Frozen Foods president David Blair, and his consultant Marty Harper. JACKSON MOVED THAT THIS ITEM BE RECOMMENDED FOR A "DO PASS." Motion carried. 4. ORDINANCE AMENDING THE OFFICIAL URBAN FRINGE SUBAREA COMPREHENSIVE PLAN MAP FROM HEAVY IMPACT INDUSTRIAL TO LIGHT INDUSTRIAL PARK AND AMENDING THE OFFICIAL ZONING MAP FROM HEAVY IMPACT INDUSTRIAL TO RURAL LIGHT IMPACT INDUSTRIAL FOR APPROXIMATELY 9.9 ACRES COMPRISING THE ELDRIDGE INDUSTRIAL SITES ON MARINE DRIVE (PARBERRY REZONE) Taylor said this rezone is the result of an error on the county's part, which imposed setbacks on Gordon Parberry's property on Eldridge Avenue that almost eliminated any useful square footage. Parberry's property, along with that owned by Oak Harbor Freight and Coconut Grove, are included in the rezone. Comments were made by Burton and Parberry. TION. JACKSOM MOVED THAT THE ITEM BE RECOMMENDED FOR ADOP- Motion carried. 3. ORDINANCE AMENDING TITLE 20, THE OFFICIAL WHATCOM COUNTY ZONING CODE, AND TITLE 2.2A, THE INTERIM ZONING ORDINANCE TO REVISE THE LANDSCAPING, BUFFERING, SCREENING AND SETBACK REQUIREMENTS Taylor made the presentation, noting that staff support is needed in Buildings and Codes to enforce the regulations, or they won't do any good. There was discussion. P &D Minutes, 11/13/89, Page 2 Mixon said the workload for Buildings and Codes is large, and that if it were a private industry the staff would have doubled. There was more discussion. The committee decided to keep this item in Committee until the next meeting. At 2 p.m. the Committee adjourned to the small conference room, because a joint finance committee meeting was scheduled in the Conference Room at 2 p.m. 1. MEMO FROM DAN TAYLOR, "SCHEDULING VERSUS SHORT TERM LEGISLATION NEEDS" (RECEIVED IN COUNCIL OFFICE 11/8) Taylor went over the various projects coming to the Council and the schedule for completing them.
