PLANNING AND DEVELOPMENT
March 15, 1989
The meeting was opened at 11 :04 a.m. by Committee Chairman Tom Burton with
members Emily Jackson and Will Roehl present. Also present was Dan Taylor,
Planning.
1. APPLICATION FOR A PLANNING AWARD FOR CORDATA BUSINESS PARK
This application would name Trillium and the Planning Department
jointly as recipients.
Jackson moved to recommend approval to the Council.
Motion carried.
2. GENERAL DISCUSSION OF PLANNING DEPARTMENT WORKLOAD (REFERRED FROM
3/9 COTW MEETING)
Discussion centered around the following topics:
Water and Sewer Studv - Taylor stated that Planning is working in
conjunction with Weden Engineering on this project and it is hoped
that It will be finished by July.
Lake Whatcom Watershed - there is currently a discussion with the
city to determine who is the lead agency.
Diane Harper's Workload - It was determined that once she finishes
her current projects she will be able to handle the Groundwater
Study and Drayton Harbor.
Groundw to er Study - Jackson stated that the county may have to look
further than the Nooksack for groundwater and suggested going higher
up for a better quality water supply. Roehl said that quantity was
the problem. Jackson asked Taylor if Lummi Island would be in the
study. Taylor replied that he had spoken to several people from
over there. The Yakima Tribe is in a court case at present so this
may give an answer on what is appropriate. The Swinomish and Skagit
County have worked together successfully. Taylor stated that our
interest is (1) the citizens and (2) getting rid of the interim
zoning.
Interim Storm Water Management Plan - unscheduled at this point.
Urban Fringe - This is significant because of the rapid development.
Taylor wanted City annexation in logical blocks. He stated there
is a need to redo Urban Fringe either ourselves or jointly with the
City of Bellingham. Jackson expressed fears that we are doing the
work that should be done by the city. Taylor stated we receive
revenue from Cordata that pays for the investment of time.

Usefulness of Council of Governments - Jackson asked if this entity
was worthwhile or are we doing all the work? Taylor stated that
their purpose is economic development, transportation (NPO),
Interagency review and social.
The Committee and Taylor agreed on the following order of priorities
of projects for the Planning Department:
1. Point Roberts Comprehensive Plan
2. Water Sewer Study
3. Groundwater Study
4. Urban Fringe
5. Transportation.
Jackson moved to carry this priority listing forward to Council for
review.
Motion carried.
3. STATUS OF AN EXTRA STAFF PERSON FOR THE PLANNING DEPARTMENT
The general overload of work in Planning was discussed. One of the
projects that might logically be done by someone else is Forest
Practices Management but the rest really should be done by Planning.
Roehl moved to recommend approval of adding a staff member to
Council.
Motion carried.
The meeting was adjourned at 12 :10 p.m.
