December 4, 1989
The meeting was called to order at 1 p.m. by Committee Chairman Tom
Burton with members Will Roehl and Emily Jackson present. Others
present were: Stan Lenssen, G. Newman, Bill, McCallum, Lois Garlick,
Chas. & Gwen Zamzow, Glynis Christie, Sylvia Schonberg and Marie Bruns.
5. DISCUSSION ON PERMITTED USE LANDFILLS R2, R5 AND R10
Jackson asked that this be tabled since the Planning Department
can not address it at this time. It will be brought back on the 12/18
agenda.

Taylor stated he hoped the Point Roberts Comprehensive Plan will
be to the Council in January. Jackson asked how much activity there
will be before the plan is adopted. Cottingham said this would almost
need to be considered an emergency before being a defensible ordinance.

1. ORDINANCE ERIE DING TBE MORATORIUM ON NEW C ONSIRUCIION OR
EXPANSION OF GAS STATIONS AT POINT ROBERTS
Cottingham said he felt this could be extended.
ROEHL MOVED TO RECOMMEND ADOPTION TO COUNCIL.
Motion carried.
4. ORDINANCE RESIRICIING THE DEVELOPNDENT OF LAND FOR SIX YEARS
UNLESS A DECLARAMON OF CONVOUON IS MADE AT THE TIlME OF THE
FOREST PRACTICES APPLICATION
Taylor said this could be done without going to the Planning
Commission. He stated that it is the land we care about and the intent
is to keep people honest. Taylor continued that there was greater
impact with conversion and the County could track it.

Galvin said that for
normal
forest practices there is a
15 day
window with Department of
Natural
Resources being the lead agency; with
conversion there is a 30 day
window
requiring a SEPA review and
Planning
would be the lead agency.
Jackson said applicants for logging
permits
should be made to sign conversion papers.
JACKSON MOVED TO RECOMMEND ADOPTION OF THIS ITEM.
Motion carried.
6. SHORELINES MANAGEMENT PROGRAM
Discussion about the status of this issue. Galvin said that the
public access issue was more complex than anticipated. Taylor said a
small committee could do a better job on public access. There was
further discussion on this issue.
JACKSON MOVED TO HAVE A PUBLIC HEAPXVG ON JANUARY 11 ON THE
SHORELINES MANAGEMENT PLAN.
Motion carried.
3. ORDINANCE AMENDING TITLE 20 ... TO REVISE THE LANDSCAPING,
BUFFERING, SCREENING AND SETBACK REQUIREMENTS
Mixon said the Council should not pass more stringent regulations
without providing more help; Buildings and Codes is constantly
measuring real people against real regulations. Taylor said some
regulations were lessened (setbacks, etc.) and some were made more
rigorous.
JACKSON MOVED TO RECOMMEND ADOPTION OF THIS ITEM.
Motion carried.
Glynnis Christie asked about buffers; discussed ensued.
