December 18, 1989
The meeting. was called to order at 1 :05 p.m. by Committee Chairman
Tom Burton with members Will Roehl and Emily Jackson present. Others
present were Bob Jurica, Solid Waste Division; Chas. & Gwen Zamzow;
Bernie Hilgart; Larry Harris; Jeff Bode; and Stan Lenssen.
1. ORDINANCE RESIRICT NG THE DEVEGOPMEIVT OF LAND FOR SIX YEARS
UNLESS A DECIARATION OF CONVERSION IS MADE AT TEE TIME OF THE
FOREST PRACTICES APPLICATION
Taylor explained this will provide a regulation to oversee
conversions.
ROEHL MOVED TO RECOMMEND APPROVAL TO THE COUNCIL.
Jackson question the potential liability; she would like to be
sure there is a mechanism to make sure the applicant receives the
information and signs accordingly.
Motion carried unanimously.
2. DISCUSSION OF ORDINANCE IMPOSING A MORATORIUM ON PROCESSING
CONDITIONAL USE PERMIT APPLICATIONS FOR OFF - PREMISE
ADVERTISING SIGNS PENDING STUDY OF APPROPRIATE OFFICIAL
CONTROLS
Taylor stated the original 60 -day moratorium is running out; he
said it would be on the January 4 agenda.
3. DISCUSSION OF PERMITTED -USE LANDFILLS, R2, R5 AND R10
Taylor said this issue could be directed to his department by the
Council.
Chas. Zamzow: Stated there should be restrictions on these designations.
Stan Lenssen: Development has been stopped around the Meunscher landfill;
neighbors cannot drill a well within 1000 ft. so their properties are no
longer subdividable.
Bernie Hilgart: Said the County condemns property when it allows a
landfill on it. The County needs to look at the long -term effect.

Jackson said she thought this should go to the Planning Department
for, review. Roehl said he would support Jackson's view; he said
regulations for these designations should be more stringent.
JACKSON MOVED TO SEND THIS HEM TO THE PLANNING DEPARTMENT FOR
REVIEW OF TEE CONDITIONAL USE OF R2, R5, AND R10 FOR INERT /SOLID WASTE
FACILITY'S SITING.
Motion carried 2 -0, Roehl was out of the room.
4. UPDATE ON VETERANS MEMORIAL, PARK RESOLUTION PREPARATION
It was decided to delay this item until Thursday night. It will be
discussed at the Park Board meeting Tuesday night.
Larry Harris: Stated it has been very easy to get a conditional use permit
in Whatcom County.
Jackson stated there needs to be more enforcement on the
conditional uses.
Meeting adjourned at 1:55 p.m.
